Community Development Block Grant (CDBG)
Funding Available:
Estimated $58.8 million to Pennsylvania; $12.4 million to DCED; $248,698 will be used by DCED for administrative costs; $10,569,320 to “state entitlement communities” on a formula basis under state Act 179; $1,616,903 available on a competitive basis to other communities; $46.4 million will be awarded by the Department of Housing and Urban Development (HUD) directly to “federal entitlement communities” and will not be administered by DCED.

Distance Learning, Telemedicine and Broadband Program
Funding Available:
$2.5 billion nationwide for broadband infrastructure deployment and technical assistance.

Broadband Technology Opportunity Program (BTOP) grants
All grants are competitive and controlled by Department of Commerce, National Telecommunications and Information Administration (NTIA)
Funding Available:
$4.7 billion nationally.  Of these funds:
• $250 million will be available for innovative programs that encourage sustainable adoption of broadband services;
• at least $200 million will be available to upgrade technology and capacity at public computing centers, including community colleges and public libraries;
• up to $350 million of the BTOP funding is designated for the development and maintenance of statewide broadband inventory maps.
There is still time to offer input on how to use these funds.  Three public meetings are scheduled between now and Wednesday, June 3.  Written comments may be submitted, as well.  Learn more

Homeless Prevention and Rapid Re-housing Program (HPRP)
Funding Available:
Estimated $90 million to Pennsylvania, $24,411,484 of which goes to DCED. 
After incorporating public comment, Pennsylvania submitted its plan to provide struggling families with stable housing with $23.4 million from the American Recovery and Reinvestment Act.  Learn more.

Neighborhood Stabilization (NSP)
Funding Available:
$60 million statewide

Assistance to Rural Law Enforcement to Combat Crime and Drugs
Funding Available:
Funding requests must be for a minimum of $50,000. In categories I through IV, funding is available to help law enforcement in rural states and rural areas prevent and combat crime, especially drug-related crime.  Category V funding is for national training and technical assistance programs targeted to address rural needs. For Categories I through IV, those eligible to apply are limited to local (including county) and tribal law enforcement agencies located in “rural areas,” as defined here on Page 1.  In addition, state law enforcement agencies that are from “rural states” or that provide assistance to one or more “rural areas” are eligible to apply. 
Priority consideration will be given to local law enforcement agencies in rural areas where the unit of local government is not eligible to receive a direct allocation from the Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) Program OR received a direct allocation that was $50,000 or less.
Use of funds for overtime and hiring personnel is allowable to meet the specific categorical requirements outlined in this solicitation.
For Category V only, applications are solicited from national, regional, state, and local public and private entities, including for-profit (commercial) and nonprofit organizations, institutions of higher education, faith-based and community organizations, tribal jurisdictions, and units of local government to provide nationwide training and technical assistance to qualifying rural areas and rural states.

OJJDP FY 09 Recovery Act Local Youth Mentoring Initiative

Assistance to Rural Law Enforcement to Combat Crime and Drugs
Funding Available:
Funding requests must be for a minimum of $50,000. Funding is for initiatives that help law enforcement in rural states and rural areas to prevent and combat crime, especially drug-related crime. Funding is also provided for national training and technical assistance programs targeted to address rural needs. For more information click here.

Who is Eligible:
Those eligible to apply are limited to local (including county) and tribal law enforcement agencies located in “rural areas,” as defined here on Page 1.  In addition, state law enforcement agencies that are from “rural states” or that provide assistance to one or more “rural areas” are eligible to apply.  For purposes of this solicitation, state and local law
enforcement agencies include state and local prosecutors, parole, probation, and community corrections agencies.
For Category V only, applications are solicited from national, regional, state, and local public and private entities, including for-profit (commercial) and nonprofit organizations, institutions of higher education, faith-based and community organizations, tribal jurisdictions, and units of local government to provide nationwide training and technical assistance to qualifying rural areas and rural states as defined above.

National Emergency Grants (NEG)

$200 million nationally
Application Deadline:
This is an ongoing program that requires a mass economic dislocation in order to apply for funds.

State labor agencies or local workforce investment boards
How to Apply:
This continues an existing grant program through the US Department of Labor that allows state agencies to apply for funds if there is a mass economic dislocation that involves several plant or facility closures. The PA Department of Labor & Industry has an ongoing effort to identify eligible situations through the Rapid Response program, where employers are required to notify us of upcoming mass lay-offs or closures.

Trade Adjustment Assistance (TAA) for Industry or Sector Partnership Grant Program

Community Services Block Grant Program
Funding Available:
$42 million to be distributed through DCED
Supports employment, food, housing and healthcare efforts for low income participants up to 200% of the federal poverty level

PA Department of Agriculture Commodity Assistance/ Emergency Food Assistance Program (TEFAP)

Approximately $4.03 million

The Department of Agriculture anticipates additional dollars for Commodity Assistance/TEFAP which is administered by the Bureau of Food Distribution. The Department will work directly with USDA to
provide feedback on what food products are preferred for Pennsylvania food warehouses. The USDA will purchase appropriate foods based on the Department’s recommendations.

Emergency Food and Shelter

Who is Eligible:
Nonprofit and faith-based organizations at the local level.
How to Apply:
These funds pass through the traditional channels of allocation to local boards in funded jurisdictions supplemented by the set-aside process, which allows the Commonwealth's set-aside committee to disburse funds to jurisdictions not included as a funded jurisdiction. Helping
