House Bill 2407 (Readshaw)
This bill creates the "Cremation Licensing Act: and establishes minimum
cremation requirements in Pennsylvania. This bill was
unanimously reported out of committee.
House Bill 1255 (Costa)
This bill would amend Act 178 of 1988 (unclaimed laundry) to permit
shoemakers to either keep or dispose of unclaimed shoes. This bill was
unanimously reported out of committee.
House Bill 2256 (L.I. Cohen) This bill amends the Social
Workers, Marriage and Family Therapists and Professional Counselors Act
to establish minimum education requirements. This bill was unanimously

This bill amends the Veterinary Medicine Act to reflect both
administrative and substantive practice changes. This bill was
unanimously reported out of committee.
Senate Bill 1579 (Orie) This bill amends the Social Workers,
Marriage and Family Therapists and Professional Counselors Act to provide
additional education requirements. This bill was unanimously reported out of
committee.

Committee on Consumer Protection and Professional Licensure met on Tuesday,
October 8, 2002 and reported the following out of Committee:
Senate Bill 831 (Piccola)
This bill amends the Optometric Practice and Licensure Act to further
define "examination and diagnosis" and "practice of optometry".
It also makes additions to the powers and duties of the State Board of
Optometry. This bill was amended and unanimously reported out of
committee.
Senate Bill 1339 (White)
This bill would establish the "Price Gouging Act" which would give the
Attorney General authority to prosecute price gouging during a disaster
emergency. This bill was amended unanimously reported out of committee.
House Bill 967 (Civera) This bill amends the Medical Malpractice
Act to redefine the criteria for physician assistant licensure for applicants on
or after January 1, 2004. This bill was unanimously reported out of committee.

Senate Bill 1042
(Greenleaf)
This bill amends Title 18 (Crimes Code) and makes the selling,
the purchase or installation of a ‘fake’ airbag or the purchasing of a
vehicle with a fake airbag a misdemeanor of the first degree. This bill
was unanimously reported out of committee.
Senate Bill 1208 (Earll)
This bill amends the Professional Nursing Law to return full
disciplinary and regulatory authority over its licensees to the Nursing
Board and repeals inconsistent laws and regulations. This bill was
unanimously reported out of committee.
Senate Bill 1425 (Boscola)
This bill amends the Telemarketer Registration Act to prohibit
telemarketing via collect calls to the consumer. This bill was
unanimously reported out of committee.
House Bill 2207 (Dally)
This bill amends the Engineer, Land
Surveyor and Geologist Registration Law to permit applicants for a
surveyor’s license to sit for examination after completing two or more
years of an approved curriculum. This bill was unanimously reported out
of committee.

House Bill 1272 (Civera) This bill amends the Barber
Law to remove the licensure requirement for blood testing. This bill was

House Bill 2020 (Nailor)
This bill amends the Cosmetology Law to eliminate the licensure category of
‘manager’ and to also remove the requirement that any licensed sho have a
manager on site. This bill was reported out of committee.
Senate Bill 449 (Waugh) This bill amends the
Unfair Trade Practices and Consumer Protection Law to provide for consumer
rescission of a retail contract if it was the result of a seller-initiated call.
