As Committed (unanimously) All vote were 11-0

Hb 2163(Geist) This legislation amends the Administrative Code of 1929, and creates a Catastrophic Leave Pool for state employees. The bill also makes changes to list requirements pursuant to the Administrative Code. It also makes various title changes within PennDOT and creates a "Deputy Secretary for Transportation Security".

Hb 2411(Herman) This legislation amends Title 5 (Athletics and Sports) creating the "Uniform Athlete Agents Act"

Hb2898 (Staback) Authorizes a land conveyance in Cannan Township, Wayne County

Hb 2910 (Pippy) Authorizes a conveyance of land in Collier Township, Allegheny County

Hb 2923 (Ross)Authorizes a conveyance of land in West Bradford Township, Chester County

Hb 2924 (Ross) This bill amends Act 163 of 1986, a previously enacted land conveyance, removing certain restrictions. It also authorizes a conveyance of land in West Bradford Township, Chester County.

As Amended (Unanimously) 11-0

Hb 1974 ( Phillips) This legislation releases the Project 70 restrictions on certain lands owned by Northumberland County. It also places Project 70 restrictions on other lands owned by Northumberland County Development Company.

HB 2674 (Steil) This bill amends the Procurement Code both technically and substantively.

HB 851 (Clymer) This bill amends the Notary Public Law it makes many technical and substantive changes. One notable change is this bill will allow a notary to notarize thing electronically.

SB 1580 (Gerlach) Vote 11-0 - Land conveyance in East Vincent Township, Chester County.

HB 2863 (DeWeese) Vote: 11-0- Renames the Keystone Building as the K. Leroy Irvis Office Building

SB 1559 (Piccola) Vote 11-0- Releases certain land in The Borough of Royaltion, Daudhin County from project 500 restrictions. It also places project 500 restrictions on other lands in the same area.

SB 1583 (Kasumic) Vote 11-0 land conveyance in Uniontown Fayette County

SB 806 (Conti) Vote 7-4 all democrats voted no This bill changes the required votes from a two thirds majority to a simple majority in the Senate for various nominations. Including the Game Commission, Fish Commission, PUC, Turnpike Commission, LCB The Secretary of Education, the Secretary of the commonwealth, the Adjutant General, the Insurance Commissioner, the Secretary of Banking, the Secretary of Agriculture, the Secretary of Transportation, the Secretary of Health, the Commissioner of the State Police, the Secretary of Corrections, the Secretary of Labor and Industry, the Secretary of Aging, the Secretary of Public Welfare, the Secretary of General Services, the Secretary of Revenue, the Secretary of Community and economic development, Secretary of Environmental Resources and Secretary of Conservation and Natural Resources. Also the offices of the Attorney General, Auditor General and State Treasurer

HB 1331 (DeWeese) Vote 7-4 all democrats voted no This bill amends the Administrative Code of 1929 by setting requiring the Dep. of Corrections, Board of Probation and Parole and the Pardons Board to supply the county of residence of persons supplied to the Auditor General, State Treasurer, Secretary of the Budget and the Legislative Data Processing Center pursuant to the Code. It also prohibits the publication of voting addresses of employees of the Dep. of Corrections, the Board of Probation, Parole, and Pardons. The bill also was amended to add a section which would prohibit more than three members from the PUC from being from the same political party. Currently all members of the PUC are Republican. This amendment was the reason all Dem Senators voted no.

STATE GOVERNMENT COMMITTEE 10/8/02

The State Government Committee met on Tuesday, October 8, 2002 and reported out the following bills:

As Amended ( Unanimously) 10-0

HB 1401 (Oliver)- This bill amends the Administrative Code of 1929, in that it would require that a list of individuals entitled to receive compensation from the Commonwealth be provided to administrative departments, boards and commissions and the Attorney General The list shall be furnished by the Department of Corrections. the Board of Probation and Parol and Pardons Board. The county of residence must be included on this list.

It also exempts individuals who have been convicted of a felony drug offense from the federal ban on cash assistance and food stamps.

The bill also requires that after an individual has been deemed eligible to receive benefit, the Department shall refer all affected individuals for drug and alcohol assessment and treatment.

SB 1554 ( Wenger) this bill amends the act which created the Independent Regulatory Review Commission making changes, additions and repeals.

SB 1461 (C. Williams)- Conveys the Haverford State hospital and the grounds to Haverford Township, Delaware County.

SB 1505 (Robbins)- This bill creates the Uniform Athlete Agents Act. It provides for the registration of athlete agents and sets up general rules pertaining to the profession of athletic agents.

The State Government Committee met on Wednesday, June 19, 2002 and reported out the following bills:

Senate Bill 1485 (PN 2133) (Mellow) Redesignates the Northeast Veterans Center, located in Scranton, as the Gino J. Merli Northeast Veterans Center. Gino J. Merli received the Congressional Metal of Honor for his service during World War II.

Nominations (unanimously)

Recommended C. Michael Weaver as Secretary of the Commonwealth.

Reappointed Katherine E. Holtzinger Conner, Esq. to the Civil Service Commission.

Senate Bill 1187 (PN 1492) (Fumo) Allows for the conveyance of certain lands in Philadelphia and Philadelphia County to the Tolentine Community Center and Development Corporation

Senate Bill 1453 (PN 2028) (Thompson) Allows for the conveyance of land in West Goshen Township, Chester County by the West Chester Area School District

Senate Bill 1448 (PN 2022) (Lemmond) Allows for the conveyance of lands in Canaan Township, Wayne County, and Carbondale and Fell Townships in Lackawanna County by the Pennsylvania Suburban Water Company.

Senate Bill 1368 (PN 1828) (Musto) Allows the Pennsylvania Historical and Museum Commission, to acquire by settlement agreement three tracts of land in Foster Township, Luzerne County.

Senate Bill 1364 (PN 1820) (Kukovich) Allows the Pennsylvania Historical and Museum Commission, to accept by donation a tract of land situate in the Township of Penn, Westmoreland County.

Senate Bill 1459 (PN 2029) ( Kasunic) Allows for the conveyance of land situated in the Borough of California, Washington County, by the Student Association, Inc. in exchange for a certain tract of land.

House Bill 878 (PN 1991) ( Fairchild) An Act amending Title 62 (Procurement) further providing for supplies manufactured and services performed by persons with disabilities.

It was noted that there is some concern over HB 878 by the constituents of Senator Armstrong's District, and it is believed that he will amend it on the floor.

The State Government Committee met on Tuesday, May 7, 2002 and reported out the following bills:

As Committed (unanimously):

Senate Bill 856 (PN 985) (Greenleaf) This bill amends the State Constitution and provides that Justices of the Peace will now comply with the retention provisions currently in place for justices and judges.

Senate Bill 1383 (PN 1880) (Scarnati) This bill authorizes the city of Warren, Warren County, to sell and convey certain project 70 lands free of restrictions imposed by the Project 70 Land Acquisition and Borrowing Act.

House Bill 529 (PN 572) (Bard) This Act will authorize the display of the Pennsylvania state flag over a memorial, a casket and at a funeral procession of a deceased individual who was a member or employee of a volunteer or municipal police department, fire department, ambulance service or rescue squad or a fire police organization.

House Bill 2131 (PN 2843) (Maitland) This bill amends Title 37 (Historical and Museums), in that it gives the Pennsylvania Historical and Museum Commission (PHMC) certain privileges. It also removes various historic properties from the control of the PHMC.

As Amended (unanimously):

Senate Bill 857 (PN 1991) (Greenleaf) This bill proposes an amendment to the Constitution of the Commonwealth of Pennsylvania, requiring an individual to pass a certification examination before filing a nominating petition to become a District Justice or Judge of Traffic Court in the city of Philadelphia.

House Bill 590 (PN 3851) (Clymer) This bill amends the Civil Service Act by changing the form of compensation the board members will receive. It also amends various things pertaining to the eligibility of an applicant and things pertaining to promotion, demotion, and probationary period.

House Bill 1995 (PN2969) (Daley) The bill establishes the William Penn Liberty Medal, which will be awarded each year by the governor on behalf of the Commonwealth to honor a resident or non resident of Pennsylvania who has exhibited a lifetime of great accomplishment, an act of heroism, or an outstanding contribution to the Commonwealth, United States, or the world.

House Bill 2100 (PN3852) (Maher) This bill amends the Right- to- Know Law in that all public records shall be accessible for inspection and duplication. It also provides that public records may be available electronically. It further provides for things like the rejection of a request for a record and it outlines punishment for not abiding by the act.
