Aging and Youth Committee 06/26/08

The Senate Aging and Youth Committee met on Wednesday, June 25, 2008, and unanimously reported out the following bill as committed:

SB 4 - The bill amends the State Lottery Law by allowing persons who are enrolled in the PACENET program as of December 31, 2007 or December 31, 2008 for those enrolled in the PACE program to remain eligible for these programs until December 31, 2010. 

The committee reported out the following bill as amended:

SB 26 - The bill amends Title 23 (Domestic Relations) by removing certain language.  Amendment A07928 was offered, which provides for what actions a school employee and law enforcement officials must take when abuse of a student is believed to be occurring.


 

Aging and Youth Committee 06/03/08

The Senate Aging and Youth Committee met on Tuesday, June 3, 2008, and unanimously reported out the following bills as amended:

 

SB 667 - The bill amends the Older Adult Protective Services Act by further defining what acts will result in a five-year, ten-year or lifetime ban on employment in facilities.  Senator Washington offered amendment A07170 that gives the terms in which a certificate of employability would be issued.


 

Aging and Youth Committee 12/11/07

The Senate Aging and Youth Committee met on Tuesday, December 11, 2007 and unanimously reported out the following as amended:

 

SB 684 (Baker) - The legislation creates the Child Death Review Act in which State and local review teams will examine the circumstances surrounding deaths of children in Pennsylvania.  The purpose of the program is to promote safety and reduce child fatalities.  Amendment A04983 was offered, which changes the name of the program to the Public Health Child Death Review Program.  In addition, the amendment adds a provision that does not allow the name and home address of the deceased child to be reported to the child death review data collection system. 

SB 1026 (Vance) - The bill amends Title 23 (Domestic Relations) by requiring the department to conduct child fatality or near fatality reviews and provide an annual summary of reports, responses, and recommendations to the Governor and General Assembly.  The legislation also requires a review team to convene in cases where a child dies or nearly dies as a result of substantiated child abuse.  Amendment A04801 was offered which develops a data form to collect information from child fatality review teams.  It also adds a section to address the release of reports.  

SB 1049 (Vance) - The legislation creates the Adult Protective Services Act.  Under this act, adults who lack the capacity to protect themselves and are at imminent risk of abuse, neglect, exploitation or abandonment will have access to services necessary to protect their health, safety and welfare.  Amendment A05061 was offered which changes some definitions, as well as requires the Department of Aging to establish procedures to address potential conflicts of interest in the provision of services. 

HB 1830 (Mundy) - The bill amends the Family Caregiver Support Act by listing the responsibilities of the department.  It also states the maximum amount of reimbursement available to qualified caregivers.  Amendment 04612 was offered that makes several clarifying changes.



 

Aging and Youth Committee 06/19/07

The Senate Aging and Youth Committee met on Tuesday, June 19, 2007, and reported out the following bill as amended:

SB 704  (Vance) - The bill amends the Public Welfare Code by further providing for rules and regulations for personal care homes and assisted living residence.  Senator Vance offered amendment A01639, which establishes the Intra-Governmental Council on Long-Term Care, set fees for licensure application and lists what a consumer may not be admitted or retained for in an assisted living residence. A vote of 10-0 was recorded on the amendment and bill.


 

Aging and Youth Committee 03/13/07

The Senate Aging and Youth Committee met on Tuesday, March 13, 2007, and nominated Nora Dowd Eisenhower as Secretary of Aging.  A vote of 8-1 was recorded.
