HB 588 (Haluska) The bill amends Title 53 (Municipalities Generally) by further providing for purposes and powers of municipal authorities concerning water and sewer lines.

HB 1634 (Ross) The bill enacts the Uniform Municipal Deed Registration Act which would provide for a more timely process for recording deeds in counties and registering deeds in municipalities.

SB 461 (M.J. White) The bill amends the First Class Township Code by creating an exemption for the dwellings of members of certain religious sects from sewer and drainage systems connection requirements.

SB 462 (M.J. White) The bill amends the Borough Code by creating an exemption for the dwellings of members of certain religious sects from sewer and drainage systems connection requirements.

SB 463 (M.J. White) The bill amends the 2nd Class Township Code by creating an exemption for the dwellings of members of certain religious sects from sewer and drainage systems connection requirements.

HB 708 (Yudichak) The bill amends the Fiscal Code by allowing the Department of Community and Economic Development to give priority to applications that promote municipal cooperation under the Local Government Capital Project Loan Program.

cooperation agreements with municipalities.

HB 1280 (Freeman)  The bill amends the Municipalities Planning Code by refining the Traditional Neighborhood Development

SB 1363 (Robbins) The bill amends the Making Paid Fireman Civil Service Employees Law (Act No. 427 of 1945) which provides
for the creation of a civil service commission to oversee the hiring, promotion, demotion, suspension and removal of paid
firefighters in boroughs, incorporated towns and townships of the first class.  The bill amends the Act to make it consistent with
Federal and State anti-discrimination statutes related to disabilities and former illegal drug use.

boroughs.  The bill amends the Code to make it consistent with Federal and State anti-discrimination statutes related to
disabilities and former illegal drug use. 

SB 1367 (Robbins) The bill amends The Third Class City Code (Act No. 317 of 1931) which provides for the creation of a
civil service commission to oversee the hiring, promotion, demotion, suspension and removal of police officers and paid
firefighters in third class cities.  The bill amends the Code to make it consistent with Federal and State anti-discrimination
statutes related to disabilities and former illegal drug use. 

SB 1368 (Robbins) The bill amends the Fireman, Civil Service In 3rd Class Cities Law (Act No. 272 of 1933) which provides
for the creation of a civil service commission to oversee the hiring, promotion, demotion, suspension and removal of paid
firefighters in third class cities.  The bill amends the Act to make it consistent with Federal and State anti-discrimination
statutes related to disabilities and former illegal drug use. 

SB 1369 (Robbins) The bill amends Act No. 407 of 1963 which provides for the creation of County Records Committee. 
This bill will increase the committee’s membership by one to 16 by adding the clerk of orphans’ court.

The Senate Local Government Committee met on Wednesday, April 2, 2008, and took action as follows:

SB 1028 (Wozniak) The bill amends the Second Class Township Code (Act of May 1, 1933, P.L.103, No.69) by clarifying
when a road is to be declared public by providing for the types of evidence that may used to demonstrate its public purpose. 
The bill was reported unanimously.

SB 1332 (Regola) The bill amends Title 53 (Municipalities) by adding a uniform oath of office for elected and appointed
municipal officials. The bill was reported unanimously.

SB 1335 (Robbins) The bill amends The Second Class County Code (Act of July 28, 1953, P.L. 723, No. 230) by
increasing the contribution from second class counties for probation officers for membership subscriptions from $10 to
$250, and providing for the expenses of the association of chief adult probation and parole officers.  The bill was reported
unanimously.

SB 1334 (Robbins) The bill amends The County Code (Act of August 9, 1955, P.L. 323, No. 130) by increasing the annual
expenses for participation in state associations that can be charged to counties for veterans’ affairs director to match that
of other county offices, increases the contribution of 7th and 8th Class Counties from $400 to $450 for all associations, and
increases the contribution from probation officers for membership subscriptions from $10 to $250.  The bill was reported
unanimously.

HB 239 (Miller) The bill amends the Second Class Township Code (Act of May 1, 1933, P.L. 103, No. 69) to change the time
limit for payment of bills related to assessment from the use of sewer systems, and to permit for the connection of structures
to township and authority water systems.

A vote of 9-2 was recorded

SR 253 (Regola) The resolution designates the week of April 14th through 18th, 2008, as "LocalGovernment Week" in
Pennsylvania. The resolution was reported unanimously.

HB 780 (Staback) The bill amends the Pennsylvania Municipal Planning Code (Act of July 31, 1968, P.L. 805, No. 247) to
permit for alternate members to be named to planning commissions.  The bill was reported unanimously.

non-profit organizations or other municipalities to operate and maintain public parks and recreations areas.

SB 1004 (Brubaker) The bill amends the First Class Township Code to allow first class townships to work with non-profit
organizations or other municipalities to operate and maintain public parks and recreations areas.

SB 1126 (Rafferty) The bill amends the Second Class County Code by increasing the threshold at which second class
counties must use competitive bidding and public advertising and providing for annual increases.

SB 1051 (Earll) The bill amends Title 53 (Municipalities Generally) Chapter 56 (Municipal Authorities) to require an
airport authority to adopt resolutions providing for circumstances under which citizens can gain access to records under
the Right-to-Know Act and a code of ethics consistent with the Public Official and Employee Ethics Act.  It also requires
that an authority incorporated by a third class city within a third class county to form a board of 11 members.

SB 1082 (Ferlo) The bill amends the Public Auditorium Law by increasing the threshold for when a competitive bid

eliminating all references to assessors from boroughs, towns and township of the first class.
