SB 1028 The bill amends the Second Class Township
Code (Act of May 1, 1933, P.L.103, No.69) by clarifying when a road is
to be declared public by providing for the types of evidence that may

SB 684 The legislation creates the Public Health
Child Death Review Act in which State and local review teams will
examine the circumstances surrounding deaths of children in
Pennsylvania. The purpose of the program is to promote safety and
reduce child fatalities.
SB 1114 This bill designates roads in Fayette County,
Erie County and the City of Philadelphia. An amendment was offered
A9756 that includes additional bridge naming.
SB 1225 The bill creates a system of Intrastate
Mutual Aid between participating political subdivisions within
Pennsylvania. The system will provide for mutual assistance among the
subdivisions in the prevention of, response to and recovery from threats
to public health and safety that are beyond the capability of an
affected community to respond.
SB 1503 This measure provides for the Highway –
Railroad and Highway Bridge Capital Budget Itemization Act of 2008-2009
(Bridge Bill).
HB 1096 The bill amends the Pennsylvania Construction
Code Act by establishing The Uniform Construction Code Review and
Advisory Committee. Sen. Pileggi offered A9677 that was technical.
SB 740 The bill authorizes the Department of General
Services to grant and convey certain tracts of land in Centre County.
Four amendments were offered, A9973, A9765, A9767, and A9778 that all
add land conveyances.
SB 1308 This legislation authorizes a land conveyance
in Solebury Township, Bucks County and in Philadelphia.

SB 2 - This bill provides for the allocation of money in the
Pennsylvania Gaming Economic Development and Tourism Fund for funding
water infrastructure and high hazard dam projects. The bill is known as
the H2O PA Act. The bill was reported unanimously.
SB 385 - This bill would provide for Voice over Internet
Protocol (VoIP) telephone service and establish the VoIP Emergency
Services Fund. The bill was reported unanimously.
SB 763 - This bill amends the Local Tax Enabling Act to further
provide for the delegation of taxing power and restrictions. The bill
was reported unanimously.
SB 844 - This bill amends the Real Estate Licensing and
Registration Act to further provide for prohibited acts and for the
handling of deposits and other escrows. The bill was reported
unanimously.
SB 1332 - The bill amends Title 53 (Municipalities) by adding a
uniform oath of office for elected and appointed municipal officials.
The bill was reported unanimously.
SB 1341 - This bill, known as the “Water and Sewer Systems
Assistance Act”, authorizes a bond referendum of $400 million for
improvements to drinking water and wastewater treatment systems. If
approved by the voters, the bond money would be administered through the
Pennsylvania Infrastructure Investment Authority (PennVest). The bill
was reported unanimously.
SSSB 22 - This bill amends the Alternative Fuels Incentive Act
(Act 178 of 2004) to increase the reimbursement for the production of
renewable fuels, provides funding for education and provides for
biodiesel production incentives. The bill was reported unanimously.

powers, fees, and licensing and peer review. The bill was reported

SB 1297 - This bill amends the Fiscal Code to extend the
authorization for the State Treasurer to use the prudent person rule to
make investments, for audits of securities deposited with the State
Treasurer, and for appeals to Commonwealth Court for persons aggrieved
by decisions of the State Treasurer. Sen. Pileggi offered A8780
that provided for budgetary language. The amendment and bill were

SB 1348 - This bill makes an appropriation of $52.162 million
from the Restricted Revenue Account within the General Fund for the
operation and administration of the Pennsylvania Public Utility
Commission and its Commissioners. Sen. Pileggi offered A8761 that
removes the appropriation for education programs. The amendment and
bill were reported 17-0.
SB 1424 - This bill amends the Board of Vehicles Act to further
provide for licensing cost. The bill was reported 17-0.
HB 1589 - This bill provides for the Capital Budget Project
Itemization Act of 2007-2008. The bill was reported 17-0.
SB 1412 - This bill amends the Keystone Opportunity Zone,
Keystone Opportunity Expansion Zone and Keystone Improvement Zone Act
providing for extensions, substitution of parcels outside a subzone, and
for sales and use tax and corporate income tax. The bill was reported

SB 949 - This bill creates the “Bituminous Coal Mine Safety Act”
and is an extensive revision of Pennsylvania’s
underground mine safety
law. The bill applies to all underground bituminous coal mines in
Pennsylvania. Sen. Kasunic
offered A8256 that restores language that
was removed from the bill that will increase safety standards. The
amendment
and bill were reported unanimously.
SB 999 - This bill designates a portion of State Route 26 in
Centre County and also designates the bridge on State Route
322 joining
Clearfield and Centre Counties. Sen. Pileggi offered A8199 that names
highways in Centre and Perry counties.

law. The bill applies to all underground bituminous coal mines in
Pennsylvania. Sen. Madigan
offered A7142 that removes language that the
House placed in the bill. The House language added more additional
safety
standards such as an worker walking around inspector, dual shaft
distance and a shorter transport system. The

reported out 12-5 with Democrats voting against the amendment and bill
and siding with the more
stringent standards placed in the bill by the
House.
