Senate Bill 1584 (PN 2407)(Armstrong) This bill establishes the Protecting Pennsylvania's Investments Act by providing for divesture of investments in companies doing business in Iran and Sudan.  

As Amended (unanimously):

Senate Bill 1231 (PN 2409)(Madigan) This bill amends the Tax Code to exclude the sale at retail of repair or replacements parts for use in aircraft or aircraft components and to extend the small brewers tax credit.

As Amended (8-2):

House Bill 1086 (PN 4389)(Shapiro) This bill establishes the Protecting Pennsylvania's Investments Act by providing for divesture of investments in companies doing business in Iran and Sudan.

House Bill 377 (PN 4086)(D. Evans) This bill amends the tax code to expand the net operating loss provision,  increase the eligibility limits for special tax forgiveness for low-income Pennsylvanians, increase the amount that small businesses may deduct as Section 179 expenses, and amend the CNI to expand the sales factor to 85%. 

House Bill 2231 (PN 4088)(D. Evans) This bill amends the Capital Facilities Debt Enabling Act to increase the limit on redevelopment assistance capital projects debt outstanding.

Senate Bill 1425 (PN 2082)(Fontana) This bill amends the New Home Construction Local Tax Abatement Act to further provide for time and issuance of an occupancy permit to a property owner.

The Senate Finance Committee met on Thursday, June 26, 2008, and reported out the following bill:

As Amended (7-4):

House Bill 377 (PN 4086)(D. Evans) This bill as amended guts the House passed bill and inserts the Senate passed versions of Senate Bills 1385, 1386, 1387, and 1388. The legislation now provides for changes in the provisions of the tax code relating to the net operating loss of the corporate net income tax, special tax forgiveness eligibility, section 179 expenses for small business, and the sales factor apportionment to corporations.

Senate Resolution 309 (PN 2004)(Wonderling) This resolution directs the LB&FC to conduct a fiscal impact study on the pension and postretirement health benefits of the PA Public School Employees' Retirement System and the PA State Employees' Retirement System.

Senate Bill 404 (PN 2210)(Browne) This bill proposes an amendment to the Constitution further providing for the granting of the homestead exclusion to 100% of the assessed value of each property within a local taxing jurisdiction.

Senate Bill 1386 (PN 2078)(Regola) This bill amends the Tax Code to further provide for special tax provisions for poverty.

Senate Bill 1387 (PN 2079)(Vance) This bill amends the Tax Code further providing for classes of income for purposes of the personal income tax.

Senate Bill 1388 (PN 2084)(Eichelberger) This  bill amends the Tax Code further providing for corporate income and for the definition of "taxable income."

Senate Bill 1412 (PN 2065)(Pippy) This bill amends the Keystone Opportunity Zone, Keystone Opportunity Expansion Zone and Keystone Opportunity Improvement Zone Act  by providing for extensions for unoccupied parcels, for substitution of parcels outside a subzone, and for sales and use tax and ccorporate net income tax.

Senate Bill 1314 (PN 1851)(Baker)This bill amends the Tax Code to add an article authorizing a volunteer responders retention and recruitment tax credit.

Senate Bill 1316 (PN 1936)(Baker) This bill amends the Tax Code to add an article authorizing a volunteer firefighter and emergency medical services worker employee tax credit.

Senate Bill 1169 (PN 1587)(Dinniman) This bill provides for municipal volunteer emergency responder incentives.

Senate Bill 596 (PN 1759)(Orie) This bill amends Titles 24 (Education) and 71 (State Government) changing the name of the State Employees Retirement System to the "Government Employees Retirement System" and establishing the Local Government Police Employees' Retirement Board and changes the date references for participating entities. 

Senate Bill 1093 (PN 1761)(Orie) This bill amends the Police Pension Funds Law to close an unintentional gap in the survivor benefit coverage for a small number of surviving spouses of police officers who retired before the effective date of Act 30 of 2006 and died after the act's effective date.

Senate Bill 1248 (PN 1762)(Rhoades) This bill amends the Taxpayer Relief Act to provide for home heating relief to senior citizens and others who are eligible to receive property and rent assistance.

Senate Bill 1012 (PN 1760)(Regola) This bill amends the Local Tax Enabling Act from collecting an amusement tax from fixed site amusement parks or water parks.

SB 1229 PN 1693 (Browne): This legislation is entitled the “High-Tech & Manufacturing Stimulus Act”.  It amends the act of March 4, 1971, known as the Tax Reform Code of 1971.  It provides, in corporate net income, for the definition of “taxable income”.

Senate Bill 961 (PN 1168)(Eichelberger) This bill amends the Local Tax Enabling Act to allow third class cities (Hazelton) to levy an additional percentage of earned income tax to be used for pensions.
