The Senate Public Health and Welfare Committee met on Friday, October 2,
2009, and unanimously reported out the following bills as committed:
SB 922
- The legislation amends the Public Welfare Code by stating that
long-term care medical expenses incurred six months or more prior to
application for medical assistance are not allowed as a deduction when
determining income deductions for medical expenses for payments towards
the cost of long-term care services.
HB 47
- The legislation creates the Sudden Infant Death Syndrome Education and
Prevention Program within the Department of Health to promote awareness
and education relating to SIDS and SUDI. The program will focus on the
risk factors and safe sleeping practices for newborns and infants.

Committee 06/17/09
The Senate Public Health and Welfare Committee met on Wednesday, June
17, 2009, and unanimously reported out the following bills as committed:
SB 700:
The bill creates the Health Information Technology Act which will be
established in the department to administer grants received under the
American Recovery and Reinvestment Act of 2009 and from other sources to
be used to provide loans to health care providers or health information
technology regional extension centers to implement health information
technology systems.
SR 30:
The resolution designates the week of September 21 through 27, 2009 as
“Mitochondrial Disease Awareness Week” in Pennsylvania.
SR 138:
The resolution designates September 2009 as “Polycystic Kidney Disease
Awareness Month” in Pennsylvania.
HB 372:
The bill amends the Health Care Facilities Act by requiring that the
department initiate investigations of complaints at a long-term nursing
home within 24 hours of receipt of the complaint if the complaint is a
priority and 48 hours if it is a general complaint.
The Committee reported out the following bill as amended:
SB 460:
The legislation would create the Indoor Tanning Regulation Act in which
a license to operate a tanning device is required among other aspects.
A01805 was offered which removes many provisions of the act because they
are already required by Federal statutes. A unanimous vote was recorded
on the amendment, however a vote of 10-1 was voted on the bill as
amended.

Committee 03/25/09
The Senate Public Health and Welfare Committee met on Wednesday, March
25, 2009, and unanimously reported out the following bill as committed:
SR 56 -
The
Resolution designates April 16, 2009, as “Healthcare Decisions Day” in
Pennsylvania.
The
Committee unanimously reported out the following bills as amended:
SB 59 -
The
legislation amends the Public Welfare Code by requiring proof of general
liability insurance when applying for a registration certificate as well
as the posting and providing in writing certain records at a family day
care home. The bill also provides for emergency closure of family day
care homes. Amendment A0457 was offered which requires that the facility
operator executes a written agreement detailing the facility’s policy,
which will be signed by the parents.
SB 446 - The bill amends the Vital Statistics Law by adding the
State Registrar of Vital Statistics as someone who is authorized to
issue certificate of death as well as permits for disposal of a dead
body or fetal remains. The bill also requires the department to
transmit monthly to the Department of State an electronic file
containing information on all resident deaths, except residents less
than eighteen years of age, for the proceeding month. An amendment was
offered which was technical in nature.

The Senate Public Health and Welfare Committee met on Tuesday, March 17,
2009, and reported out the following bills as committed:
SB 5 - The legislation establishes the
Community-Based Health Care (CHC) Program in the Department of Health to
provide grants to community-based health care clinics. A vote of 11-0
was recorded.
SB 128
- The legislation establishes the Intergenerational Family Care Act
which seeks to aid persons who are not biological or adoptive parents in
raising children by providing rental assistance among other aspects. A
vote of 10-1 was recorded.
SB 314
- The legislation establishes the Keystone Care Program (KeyCare) within
the Department of Health to provide grants for health care services. A
vote of 11-0 was recorded.
SB 335
- The bill establishes the Keystone Care Prescription Assistance Program
in the Department of Public Welfare to provide prescription drug
assistance to low-income adults. A vote of 11-0 was recorded.
The following bill was unanimously reported out as amended:
SB 89
- The legislation amends the Health Care Cost Containment Act by
establishing a Health Care Cost Containment Council Act Review Committee
which will study, review and recommend changes to the Act among other
aspects as well as changes the sunset date to June 30, 2013. Amendment
A0316 was offered which added a payment data advisory group that will
produce recommendations surrounding the collection of payment data and
changed the sunset date to 2014.

Committee 02/03/09
The Senate Public Health and Welfare Committee met on Tuesday, February
3, 2009, and unanimously reported out the following bill as committed:
SB 47 - The bill amends the Public Welfare Code by requiring
that each gubernatorial appointment to the County Board of Assistance
must also be endorsed by the senator of the district in which the
nominee resides.
The committee unanimously reported out the following bills as amended:
SB 23
- The legislation amends the Administrative Code by requiring that a
family that has at least one parent who is a Pennsylvania National Guard
member and has been ordered to active Federal or State service be given
a preference for placement in subsidized child care.
SB 57
- The bill amends the Administrative Code by removing the Board of
Trustees of Harrisburg State Hospital. Amendment A0006 was offered
which removes various Boards of Trustees.
