amends provisions of Title 42 (Judiciary and Judicial
Procedure) of the Pennsylvania Consolidated Statutes
relating to the registration of sexual offenders under
Megan’s Law, for counseling and for information to be

committee by a unanimous 14-0 vote.
SB 1231 PN 1694 (Yaw) This bill
amends provisions of Title 18 (Crimes and Offenses) and
Title 42 (Judiciary and Judicial Procedure) of the
Pennsylvania Consolidated Statutes requiring the
registration of transients and for the notification of
victims. The bill was passed by a unanimous 14-0 vote.
HB 1926 PN 3854 (R. Taylor) This
bill amends provisions of Title 18 (Crimes and Offenses)
and Title 42 (Judiciary and Judicial Procedure) of the
Pennsylvania Consolidated Statutes to require the
registration of transients convicted of certain sexual
offenses and for counseling. The bill was adopted by a
unanimous 14-0 vote of the committee.
HB 2258 PN 3849 (Briggs) This
bill amends Title 42 (Judiciary and Judicial Procedure)
of the Pennsylvania Consolidated Statutes to encourage
the joint placement and visitation of siblings in the
dispositions of dependent children made by the courts.
The bill received a unanimous 14-0 vote.

SB 99 PN 2118 (Williams) This
bill amends Title 18 and Title 42 (Crimes and Offenses)
of the Pennsylvania Consolidated Statutes creating an
offense for parents and guardians who through a course
of conduct intentionally or knowingly commit acts or
omit responsibilities that cause a child to be
adjudicated delinquent and for potential eligibility for
a pre-trial diversion program. This bill was voted out
of committee by a 12-2 vote.
HB 123 PN 4020 (J. Evans) This
bill adds to the offense of cruelty to animals making it
a misdemeanor of the second degree if the owner of a dog
that kills, maims or disfigures a guide dog of the
hearing or visually impaired if the person knew or
should have known that his or her dog had the propensity
to attack humans or domestic animals without
provocation. The bill was moved from committee by a
unanimous 14-0 vote.
HB 1281 PN 4021 (Gibbons)
This bill amends Title 61 (Prisons and Parole) of the
Pennsylvania Consolidated Statues to require notice and
a hearing relating to any
request for proposal issued by the Department of
Corrections for beds in a community corrections
facility for inmates with
prerelease status or individuals who are on parole. The
bill received a unanimous 14-0 vote.

the Children’s Trust Fund Act by increasing the
surcharge for marriage licenses to $35 dollars and the
surcharge for divorce complaints to $25 dollars. The

SB 920, PN 1111 – (Washington) This bill amends
both Title 23 (Domestic Relations) increasing the fee
for marriage licenses to $38 dollars. The bill also
amends Title 42 (Judiciary and Judicial Procedure) by
establishing a fee of $25 dollars for divorce and
annulment of marriage actions. Funding from the two
sources would be used for domestic violence programs.

SB 949, PN 1141 - (Baker) This bill would
establish an 11 member joint legislative, executive and
judicial commission empowered to investigate and study
problems occurring within the judicial system in Luzerne
County, the effect on juvenile justice in particular and

General Assembly and the Supreme Court. The bill was
reported from committee by a unanimous 13-0 vote.

HB 89, PN 2180 - (Mann) This bill amends Title
18 (Crimes and Offenses) making it a crime to
intentionally view child pornography. A first offense
would be graded a felony of the third degree with a
second and subsequent offense graded a felony of the
second degree. The bill was unanimously approved by a

HB 270, PN 2181 (P. Costa) This bill amends
Title 23 (Domestic Relations) authorizing retired
magisterial district judges, judges, justices as well as
retired former mayors to solemnize marriages in
Pennsylvania under certain circumstances. The bill was

SB 746 (Rafferty) This bill provides immunity
for physicians who report the suspected illicit use of
prescribed controlled substances by patients. The bill
also provides for juries, or triers of fact, instead of

in bad faith on claims brought by an insured. The bill
was reported out as amended by a 12-2 vote.
