SB 900 (Argall) This bill amends Title 53
(Municipalities Generally) of the Pennsylvania
Consolidated Statutes by creating a new chapter to deal
with neighborhood blight, reclamation and revitalization
and imposing duties on property owners. The bill was
reported by a 11-0 vote.
As committed
SR 142 (Argall) This resolution directs the
Legislative Budget and Finance Committee to study and
provide a cost analysis for the implementation of a
statewide blighted property database and to report its
findings to the Senate. The bill was reported from
committee by a 10-1 vote.

The Senate Urban Affairs &
Housing committee met on March 25, 2009 and reported the
following bills to the floor by a unanimous 11-0 vote.
As committed
SB 331 (Waugh) This bill amends the Housing
Authorities Law increasing the dollar amount by which
the competitive bidding process for purchases or
contracts must be utilized. The dollar amount would be
increased from $10,000 to $25,000 subject to an annual
adjustment. Written or telephonic price quotations from
at least three qualified and responsible contractors
would be required for all contracts between $7,000 and
$25,000.
SB 599
(Yaw)
This bill creates the Pennsylvania Housing Affordability
and Rehabilitation Enhancement program within the
Pennsylvania Housing Finance Agency. The program’s
mission would be to provide safe dwellings for sale or
rent to low-income individuals, increase availability
and quality of housing for the elderly and disabled as
well as other housing related assistance programs.

SB 468 (Pippy) This bill would amend the
Pennsylvania Innkeepers' Rights Act, providing for
criminal background checks for prospective employees
that have access to a room key.
