The Senate Finance Committee met on Monday, August 24, 2009, and reported the following bills:

House Bill 1828 (PN 2521)(Williams) This bill amends the Municipal Pension Plan Funding Standard and Recovery Act to implement a modification to all municipal pensions systems, but most importantly the legislation addresses the actuarial funding requirements applicable to the City of Philadelphia's municipal employees' retirement system. The bill permits Philadelphia to temporarily impose a local sales and use tax of 1% to help fund the shortfall in the economic stability of the existing system.

House Bill 1661 (PN 2606)(Dermody) This bill proposes a freestanding act for a temporary moratorium of court-ordered countywide assessment pending the outcome of a study of the property tax reassessment system by the General Assembly.

Senate Bill 1042 (PN 1331)(Browne) This bills amends the Fiscal Code to further provide for reports by the Pennsylvania Emergency Management Agency.

The Senate Finance Committee met on Wednesday, July 15, 2009, and reported out the following bills:

As Committed (unanimously):

Senate Bill 918 (PN 1109)(Eichelberger) This bill amends Title 53 (Municipalities Generally) by adding Chapter 88 to consolidate and change the Third Class County Assessment Board Law and the Fourth to Eighth Class and Selective County Assessment Law. Would not apply to Allegheny County or Philadelphia. The legislation was drafted by the Local Government Commission.  

Senate Bill 952 (PN 1155)(Tomlinson) This bill amends the Tax Code to provide for additions to the tax liability for the preceding taxable year. Allows PA taxpayers to estimate their tax payments similar to that allowed for Federal income taxes.  

As Amended (unanimously):

Senate Bill 953 (PN 1311)(Tomlinson) This bill amends the Tax Code further providing for income tax returns to make the state parallel and consistent with Internal Revenue Code relating to joint returns by husband and wife.

Senate Bill 122 (PN 95)(O'Pake) This bill amends the Tax Code to further provide for tax credits.

Senate Bill 639 (PN 694)(Dinniman) This bill amends the Tax Code to further provide for exclusions from sales tax.

Senate Bill 778 (PN 874)(Fontana) This bill amends the New Home Construction local tax Abatement Act to provide for a procedure for obtaining an exemption.

House Bill 1182 (PN 1830)(Casorio) This bill amends the Public Employee Pension Forfeiture Act to trigger the forfeiture of pension benefits retroactive to the date of preliminary arraignment.

Senate Bill 1 (PN 1043)(Browne) This bill establishes the Legislative Fiscal Office to prepare revenue estimates and baseline budgets.

Senate Bill 892 (PN 1062)(Browne) This bill amends the Administrative Code further providing for program evaluation.

Senate Bill 601 (PN 651)(Browne) This bill amends the Local Tax Enabling Act to further provide for the delegation of taxing powers and restrictions.

Senate Bill 207 (PN 213)(Fontana) This bill provides for an earned income tax credit notification.

Senate Bill 211 (PN 790)(Folmer) This bill amends the Local Option Small Games of Chance Act further providing for prize limits, for eligible organizations' use of locations for conducting small games of chance, and for separate individual prize limitations.

Senate Bill 212 (PN 791)(Orie) This bill amends the Bingo Law further providing for rules for licensing and operation.

Senate Bill 105 (PN 175)(Browne) This bill creates the Taxpayer Transparency Act to provide for a data-base driven website allowing the public to search for and aggregate budget information.  

As Amended (8-1):

Senate Resolution 20 (PN 174) (Pippy) This resolution directs the Legislative Budget and Finance Committee to conduct a study on the impact to Pennsylvania's tax credit programs.
