VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 05/13/08

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, May 13, 2008, and unanimously reported out the following bills as committed:

SB 1390 - The bill increases the pension amount to $200 per month that blind or paralyzed veterans will be paid.

SB 1391 - The bill increases the educational gratuity payments to $750 per term or semester.

SR 321  - The resolution memorializes the President and the Congress of the United States to enact bill S.70 of 2007, restoring the traditional day of observation of Memorial Day. 

SR 327 - The Resolution observes the week of May 18 through 24, 2008, as “Emergency Medical Services Week” as well as recognizing May 21, 2008, as “Emergency Medical Services Day for Children” in Pennsylvania.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 04/29/08

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, April 29, 2008, and unanimously reported out the following bills as committed:

HB 775: The bill amends the act of June 11, 1935, by requiring the county commissioners in counties of the first class to procure appropriate markers for the graves of all deceased persons who served in the Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine during World War II or any organization officially connected therewith and whose separation from such service was honorable, whether by discharge or otherwise.

HB 776:  The bill amends the act of August 9, 1955, by requiring the county commissioners in counties of the first, third, fourth, fifth, sixth, seventh and eighth classes to procure appropriate markers for the graves of all deceased persons who served in the Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine during World War II or any organization officially connected therewith and whose separation from such service was honorable, whether by discharge or otherwise.

HB 777:  The bill amends the act of July 28, 1953, by requiring the county commissioners in counties of the second class and second class A to procure appropriate markers for the graves of all deceased persons who served in the Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine during World War II or any organization officially connected therewith and whose separation from such service was honorable, whether by discharge or otherwise.

SR 296:  The Resolution designates May 1, 2008, as “Loyalty Day” in Pennsylvania.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 04/01/08

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, April 1, 2008, and unanimously reported out the following bills as committed:

SR 252 - The resolution urges Pennsylvanians to participate in the In Case of Emergency Campaign by entering information, under the acronym of ICE, into their cell phones in order to assist medical personnel in contacting designated persons in the case of an emergency. 

SR 266 - The resolution designates April 23, 2008, as “United States Army Reserve Day” in Pennsylvania.

The Senate unanimously reported out the following bill as amended:

SB 1033 - The legislation amends Title 51 (Military Affairs) by adding to the composition of the State Veterans’ Commission.  Amendment A06430 was offered, which removes Veterans of World War I of the United States of America, Inc. from the composition.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 02/05/08

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, February 5, 2008 and unanimously reported out the following bills as committed:

SB 1172 - The bill amends Title 35 (Health and Safety) by ensuring that during a disaster emergency, nothing in the legislation can be interrupted to authorize the Governor to seize, take or confiscate lawfully possessed firearms or ammunition.  

SB 1199 - The legislation grants spouses of active duty members, military leave from their education as well as entitles a member and their spouse restoration of their educational status prior to their duty. 

HB 1094 - The bill designates March 19 of each year as “Pennsylvania Military Heroes Day.”

The committed unanimously reported out the following bill as amended:

SB 1225 - The bill creates a system of Intrastate Mutual Aid between participating political subdivisions within Pennsylvania.  The system will provide for mutual assistance among the subdivisions in the prevention of, response to and recovery from threats to public health and safety that are beyond the capability of an affected community to respond.  Amendment A05612 was offered which adds that emergency responders will participate in the Intrastate Mutual Aid unless they elect not to as well as requiring all subdivisions to consult with fire and emergency medical services providers about the emergency services needed.  Amendment A05626 was also offered which includes the State Fire Commissioner and the Director of the Bureau of Emergency Medical Services of the Department of Health to the members of the Intrastate Mutual Aid Committee.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 11/20/07

The Senate Veterans Affairs and Emergency Preparedness met on Tuesday November 20, 2007 and unanimously reported out the following as amended:

SB 1060 (Vance) - The bill amends Titles 35 (Health and Safety) and 42 (Judiciary and Judicial Procedures) by adding the Uniform Emergency Volunteer Health Practitioners Act.  The legislation states what qualifies as a volunteer health practitioner registration system, who can impose and report any sanctions upon a practitioner as well as promulgate regulations to implement this act.  The qualifications for compensation are also listed in the bill. An amendment was offered and it was technical in nature.  

The committee also unanimously reported out the following as committed:

 

HB 1131 (Melio) - The legislation amends The Second Class Township Code by requiring townships provide fire and emergency medical services.  Townships will also be responsible for financial and administrative assistance to carry out the services. 

HB 1133 (Melio) - The legislation amends The Borough Code by requiring boroughs to provide fire and emergency medical services.  Boroughs will also be responsible for financial and administrative assistance to carry out the services. 

HB 1134 (Melio) - The legislation amends The First Class Township Code by requiring first class townships to provide fire and emergency medical services.  These townships will also be responsible for financial and administrative assistance to carry out the services.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 10/17/07

SR 165 (Baker) - The Resolution designates the month of October 2007 as "Pennsylvania Fire Prevention Month.” 


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 09/25/07

The Senate Veterans Affairs and Emergency Preparedness met on Tuesday, September 25, 2007, and unanimously reported out the following bills as committed:

SB 1016 - The bill amends the Administrative Code of 1929 by stating that in the event the Commonwealth or any other instrumentality thereof owns, leases or exercises jurisdiction and operational control of the Naval Air Station Join Reserve Base (NASJRB) Willow Grove, the property can be used to perform national defense, homeland security and emergency preparedness missions.

SB 1036 – This legislation amends Title 51 (Military Affairs) by establishing installation police officers at Fort Indiantown Gap and other designated Commonwealth military facilities.  The legislation further lists the powers and duties of the officers while patrolling the facilities.  

SR 172 - The resolution designates September 30, 2007, as “Gold Star Mother’s Day” in Pennsylvania. 

The committee unanimously reported out the following bills as amended:

SB 592 - This bill will make grants available to school districts for the purchase of Consumer Electronic Association Certified Public Alert radio receivers as well as appropriate funding for public awareness of the availability and benefits of the radios. Amendment A3218 was offered, which allows for non-restricted procurement. Amendment A3222 was also offered, which modifies the end date.

SB 915 - The legislation amends Title 51 (Military Affairs) by providing that the Department makes grants available to designated veterans’ service organizations to support veterans’ service officer programs. Amendment A3276 was offered, which establishes a dedicated account within treasury.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 09/18/07

The Senate Veterans Affairs and Emergency Preparedness met on Tuesday, September 18, 2007, and reported out the following resolutions as committed:

 

SR 161 (Tomlinson) – The resolution designates the month of October 2007 as “Agent Orange Recognition Month” in Pennsylvania.  The resolution was reported out unanimously.

SR 164 (Baker) – The resolution designates September 25, 2007 as “Pennsylvania First Responder Appreciation Day” in Pennsylvania. The resolution was reported out unanimously.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 06/26/07

The Senate Veterans Affairs and Emergency Preparedness met on Tuesday, June 26, 2007, and reported out the following bills as committed:

SR 126 (Robbins) - The Resolution petitions the United States Congress to repeal or delay the creation of a national identification card and the implementation of the REAL ID Act of 2005 until sufficient funds are available and amendment is made to preserve civil rights.  The bill was reported out with a unanimous vote. 

HB 369 (Fairchild) - This bill amends the act of June 24, 1976 known as the Emergency and Law Enforcement Personnel Death Benefits Act by including certified hazardous material response team members as included to receive the death benefit upon the receipt of their death certificate.  The bill was reported out with a unanimous vote.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 06/11/07

The Senate Veterans Affairs and Emergency Preparedness met on Monday, June 11, 2007, and reported out the following bill as committed:

HB 906 (Lentz) - The legislation amends the Volunteer Fire Company and Volunteer Ambulance Service Grant Act.  It further defines volunteer fire company, minimum and maximum amounts of grants, regulations for the agency about posting of the grants, qualifications of eligibility and publication of notice of grant availability.  A vote of 9-0 was recorded.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 04/17/07

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, April 17, 2007, and unanimously reported out the following bills as committed:

Senate Bill 87 (Tomlinson) – This bill would require the state to establish procurement goals for veteran-owned businesses.

Senate Bill 96 (D. White) – This bill would establish a grant program within the Governor’s Center for Local Government Services encouraging volunteer emergency service organizations to form partnerships or associations, regionalize, consolidate, and/or merge.

Senate Bill 349 (Boscola) – This Democratic-sponsored legislation would establish a Municipal Firefighter Education and Training Program within the Office of State Fire Commissioner.

In addition, the committee unanimously reported out the nomination of Col. Frank J. Sullivan for Brigadier General of the Pennsylvania Air National Guard.


 

VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS COMMITTEE 03/20/07

The Senate Veterans Affairs and Emergency Preparedness met on Tuesday, March 20, 2007 and reported out the following bills:

SB 180, PN 216 - The bill amends Title 51 (Military Affairs) by adding the National Cemetery of the Alleghenies to the department’s power for arrangement of veterans’ burial details.  The bill was reported as committed with a unanimous vote.  

SB 637, PN 545 - This legislation amends Title 35 (Health and Safety) by adding that the consent of a majority of the Pennsylvania Senate is needed for the appointment of the Director of the Pennsylvania Emergency Management Agency. The bill was reported as committed with 11-0 vote.  

The Committee also unanimously reported out the re-nomination of Major General Jessica L. Wright as Adjutant General of Pennsylvania.

The Senate Veterans Affairs and Emergency Preparedness Committee met on Tuesday, September 26, 2006, and unanimously reported out the following bills:

SB 1236 - This bill creates the Volunteer Emergency Services Partnership Grant Program Act within Veterans Affairs and Emergency Preparedness.  Senator White offered amendments 09396 and 09471, which were both technical.  The legislation was reported as amended. 

SR 339 - This resolution would establish September 2006 as “Campus Fire Safety Month” in Pennsylvania.  The resolution was reported as committed.

SR 342 - The resolution would designate October 2006 as “Agent Orange Recognition Month” in Pennsylvania.  The resolution was reported as committed.

Senate Bill 19 (Tomlinson) - This bill amends Title 51 (Military Affairs), further providing for disabled veterans’ real estate tax exemption and for duty of commission.

Amendment 8042 states that an applicant with an annual income of $75,000 or less has a need for an exemption.  Every two years after January 1, 2009, the commission shall adjust the annual income level qualifying for the rebuttable presumption of need by an amount equal to the change in the Consumer Price Index in the preceding two years.

House Bill 1277 (Marsico) - This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, establishing the Pennsylvania Military Child-Care Assistance Program and its operation.

House Bill 1621 (Semmel) - This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statues, further providing for the duty of the State Veterans’ Commission.

House Bill 1820 (Goodman) - This bill is to provide compensation to persons in active service in connection with the Persian Gulf Conflict or their beneficiaries.  Authorizing the incurring of indebtedness and the issue and sale of bonds by the Commonwealth for the payment of compensation.  Creating a special fund in the State Treasury to be known as the Persian Gulf Conflict Veterans’ Compensation Bond Fund and imposing powers and duties on the Department of General Services.

House Bill 2157 (Semmel) - This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, further providing for certain duty for emergencies.

House Bill 2296 (Semmel) - This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, further providing for tuition credit for children and spouses of deceases soldiers and for retention of licenses of persons entering military service.

House Bill 58 (Maher) - This bill provides a bonus to Pennsylvanians who are United States Merchant Marine veterans who served during World War II imposing certain duties on the Adjutant General and providing penalties and making an appropriation.

Senate Resolution 236 (Pippy) - This resolution designates May 1, 2006, as “Loyalty Day” in Pennsylvania.

Senate Resolution 232 (D. White) - This resolution memorializes the Congress of the United State to provide funding to the National Park Service to expedite repairs of damage caused by vandalism at Gettysburg National Military Park.   It urges the National Park Service to work with Federal, State, and local law enforcement officials to apprehend and prosecute to the fullest extent available under statue the perpetrators of the vandalism.

Senate Bill 1043 (D. White) - This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, further providing for tuition costs and fees for children and spouses of deceased soldiers.

Amendment 5615 strikes out “Federal and State active duty” and inserts, “Performing duty in an official duty status authorized under Federal or State law”.  It also adds that the member of the Pennsylvania National Guard, the surviving spouse and surviving children must be bona fide residents of Pennsylvania to receive tuition waivers.

Senate Bill 486 (Orie) – This act provides grants to public schools to purchase advanced emergency alerting devices; and makes an appropriation.

SB 682 (Kitchen) -- This bill amends the Administrative Code of 1929, further providing for eligibility for subsidized child day care for National Guard members.

Amendment 2900 adds that a family who has at least one parent who is a Pennsylvania National Guard member that has been ordered to active duty shall be given a preference for placement in subsidized child care.

SB 358 (Mellow) -- This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, defining “combat zone” and further providing for limitations in educational assistance program.

HB 1069 (Belfanti) -- This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, by granting additional military leaves of absence for members of the Pennsylvania National Guard or any reserve component of the armed forces of the Unites States.

SB 869 (D. White) -- This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes to provide for an extension of health insurance benefits for certain military personnel who were full-time students at the time of deployment.

HB 1179 (R. Miller) -- An Act amending Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, establishing the Military Family Relief Assistance Program and the Military Family Relief Assistance Fund. 

Amendment 1889 removes the sum of $250,000 appropriated from the general fund to the Military Family Relief Assistance Fund.

White) -- A Concurrent Resolution directing the Legislative Budget and Finance Committee to conduct a comprehensive study and review of veterans’ services in Pennsylvania, that explores a broad range of options on how best to organize, fund, staff and operate veterans programs in order to provide the best possible services to Pennsylvania veterans and their families in the most cost-effective and efficient manner.

HB 599 (Nailor) -- This bill amends the Volunteer Fire Company and Volunteer Ambulance Service Grant Act, further providing for award of grants, for expenses incurred by the Pennsylvania Emergency Management Agency, and providing for allocation of appropriated funds.

House Bill 2055 -- Extends the provisions of the state’s veterans’ preference law to a military reservist who is federally activated for war or armed conflict, then released from that active duty to serve out their remaining service obligation in the military reserves.

Senate Bill 981 -- Creates the Educational Assistance Program Fund within the State Treasury to serve as a depository for all investment income and funds appropriated to the Education Assistance Program.

Senate Resolution 236 Extends the deadline for the final report on improving the delivery of emergency services throughout the Commonwealth from the bipartisan legislative commission until November 30, 2004.

The Senate Veterans Affairs and Emergency Preparedness committee met today and took action on the following:

Reported Out as Committed (Unanimously)

SR 60 (Waugh) -- This resolution would establish a bipartisan legislative commission to improve the delivery of emergency services in the Commonwealth.  There was an amendment in committee that would add the president of the Ambulance Association to the commission.

SR 77 (Wozniak) -- This resolution urges Congress and the President to pass legislation that would retroactively award the Combat Medical Badge to Vietnam personnel who served on helicopter ambulances.

The committee also considered the nomination of Col. Jerry Beck to Brigadier General of the PA National Guard.

Senate Resolution 45 -- Urges Congress to pass the Veterans Health Care Funding Guarantee Act of 2003.

Senate Resolution 64 -- Recognizes the Blue Star Mothers of America.

Senate Resolution 65 -- Recognizes the American Gold Star Mothers.

Considered the nominations of  Cols. Jerry G. Beck, Robert P. French, Merrel W. Yocum as Brigadier General and Brigadier General Wesley E. Craig as Major General of the PA National Guard.

 

Veterans Affairs and Emergency Preparedness COMMITTEE  11/19/02 

The Senate Military and Veterans' Affairs Committee met on Tuesday, November 19, 2002 and reported out the following bills:

HB 1900 (Solobay) This bill amends Title 51 (Military Affairs) to include members of the reserve component of the Armed Forces in the provision which exempts military pay and allowance for weekend drill duty as income for unemployment compensation purposes.

HB 2307 (Barrar) This bill directs the Department of General Services to add a tenth bronze plaque in Soldier's Grove to honor veterans of the Persian Gulf War.

Senate Resolution 276 - Designates the month of October 2002 as "Agent Orange Recognition Month" in Pennsylvania.

Senate Resolution 278 -  Designates the week of November 3-10, 2002 as "Women Veterans Week" in Pennsylvania.

Senate Resolution 279 - This resolution honors all Pennsylvania veterans who served during war and peace on the occasion of Veterans Day, November 11, 2002.

 

Veterans Affairs and Emergency Preparedness COMMITTEE  5/7/02

Senate Bill 1290 (P.N. 1699) -- Amends Title 51 authorizing certain members of the Pa. National Guard to operate state-owned vehicles for certain security purposes.

Senate Resolution 232 (P.N. 1984) -- This recognizes the contributions of the American Gold Star Mothers.

Reported out as Amended

House Bill 1356 (P.N. 2256) -- This bill amends Title 51 to further provide for the composition of the State Armory Board and to provide for a veteran's ombudsman. The amendment by Senator Robbins (A2231) removed the ombudsman language. He felt such an office would be duplicitous of work already done in the department.
