By a 49 to 1 vote, the Senate this week approved House Bill 832, which would amend the Crimes Code to require that a parent or guardian provide consent and be present when a minor gets their body pierced or tattooed. The measure was amended to makes greyhound racing a first-degree misdemeanor punishable by a maximum $10,000 fine, five years in prison or both. The bill now returns to the House.

The Senate unanimously approved House Bill 794, which would amend the Vital Statistics Law by changing the listings on birth certificates for foreign-born children and foreign–born children who are adopted in Pennsylvania, who meet the federal guidelines for citizenship and whose parents verify citizenship with the Immigration and Naturalization Service. Currently, all birth certificates of this type contain a notation stating that the birth certificate is not proof of citizenship. The measure would remove that notation. The amended bill now returns to the House.

The Senate unanimously adopted House Bill 2190, which would exempt non-profit groups that maintain preserve open space from the Second Class Township Code requirement that township-owned real estate valued at more than $1,500 be sold only to the highest bidder.  The bill was returned to the House.

The Senate unanimously adopted House Bill 2428, which would amend the First Class Township Code to remove a provision that currently requires township commissioners to obtain voter approval to construct or maintain firehouses. The bill was returned to the House.
