HB 777 (Klunk)—Amends the Local Options Small Games of Chance Act to allow club licensees to use proceeds from games of chance for operating expenses for a period of one year after the termination of the declaration of disaster emergency related to COVID-19

Amendment A05998—Clarifies that the proceeds may be used in calendar year 2020

HB2388 (PN3592) −Business waivers for vehicle dealer activities. Reported 11-3 as amended. 

                     A05525 (Killion)−Omnibus amendment that requires DCED to issue business waivers to vehicle dealerships, lawn and garden centers, cosmetology salons and barbershops, messenger services and agent services, animal grooming services, and manufacturing operations. 

HB2412 (PN3643) − Business waivers for real estate activities. Reported 12-2 as amended.

                   A05524 (Killion)−This amendment further clarifies that DCED must issue a business waiver to all providers of legal services and residential and commercial real estate services, including settlement service.

HB 2388, PN 3592 (Mihalek) − This bill requires the Secretary of DCED to immediately grant business waivers to all vehicle dealer activities.

Senator Killion offered amendment A05525 which is an omnibus amendment that requires DCED to issue business waivers to vehicle dealerships, lawn and garden centers, cosmetology salons and barbershops, messenger services and agent services, animal grooming services, and manufacturing operations. The amendment was approved by a vote of 11-3.

HB 2412, PN 3643 (Polinchock) − This bill requires the Secretary of DCED to immediately grant business waivers for all real estate activities of brokers, sales persons, and licensees, residential home inspection providers, video or virtual tour creators, and settlement service providers. The bill also suspends Municipal use and occupancy or code enforcement actions and requires taxing authorities and public utilities to provide alternative means for residential homebuyers or title insurers to ascertain the current status of tax payments or overdue utility obligations.

Senator Killion offered amendment A05524 which further clarifies that DCED must issue a business waiver to all providers of legal services and residential and commercial real estate services, including settlement service. The amendment was approved by a vote of 11-3.


The Community, Economic and Recreational Development Committee met February 5, 2020 off the floor to consider the following bill:

SB863 (PN1224)—Amends Chapter 13 (Hotels) of Title 48 (Lodging and Housing) to include campground owners. Reported unanimously.


The Community, Economic and Recreational Development Committee met on Tuesday November 19, 2019 to consider the following:

HB 1045, PN 1186 (Turzai) – This bill amends Public Authorities and Quasi-Public Corporations to include additional meeting requirements for the Board of Directors of the Commonwealth Financing Authority. The bill was reported as committed (unanimously).

SB570 (Langerholc)—Creates the Distressed Municipalities Recovery Fund for the purpose of providing grant dollars to distressed municipalities. Reported 11-3

SB784 (Yaw)—Makes various changes to the Local Options Small Games of Chance Act.

                A03553 (Killion) Technical Amendment to remove any reference to the Bureau of Investigations and Enforcement of PGCB from the Act. Reported as amended 11-3

HB1325 (Ortitay)—Amends the offense of criminal trespass by giving the court discretion to direct an offender to be evaluated for gambling disorder and potential treatment. Reported Unanimously
