Welcome to another edition of Northeast Notes! The news that Pennsylvania is facing a large deficit is troubling, but not surprising. Our nation is struggling economically, and many states are facing budget crises. The Obama administration has proposed an economic stimulus plan that will help ease states’ deficits; however, Pennsylvania will have to make tough decisions on our own as well.

As your senator — and as the Democratic vice chairman of the Senate Appropriations Committee, which oversees budget negotiations — I will keep a close eye on our spending priorities and make the best decisions to put Pennsylvania back on track. We will get through this, but we need to fix our current deficit while looking ahead.

RHAWNHURST NORCNORCs Provide Older Citizens with Means to Live Independently

Right now, Pennsylvania spends approximately $4 billion a year on long-term care programs. Thirty percent of this funding goes to home and community based care.

While Pennsylvania is committed to providing significant resources to meet the long-term care needs of all seniors, we must meet the growing demand of our active seniors who want to live independently.

Naturally Occurring Retirement Communities (NORC) are areas where a large concentration of older residents live in their own homes and may need services that allow them to continue to live independently and keep them out of costly nursing homes.

Each elderly individual, family or household is assigned a NORC services coordinator, who will meet in person and be available by phone for support and referral services. The coordinator talks with the elderly person about his or her needs or helps to identify those needs, then provides a connection to various local services.

A few months ago, I joined members of the Jewish Federation of Greater Philadelphia at the JCC Klein Branch to announce major state funding that will benefit six NORCs located throughout Pennsylvania, including two in Northeast Philadelphia.
 

The $200,000 grant will not only help existing NORCs to continue to help senior citizens live independently, but it will also help establish new NORCs throughout Pennsylvania.

I also introduced legislation last year that support our NORCs and I will continue to push for funding of this beneficial program.

Local NORCs Offer Seniors Quality Living

Northeast Philadelphia is home to many elderly men and women. In fact nearly a quarter of the residents - or some 66,000 people - are seniors.

The Rhawnhurst and Bustleton/Somerton neighborhoods have an especially high number of older people. Nearly three in every 10 residents in these sections of the city are elderly, while only 13 percent of Philadelphia’s overall population is age 65 or older.

Many of these seniors enjoy the familiarity and comfort of their homes and neighborhoods, yet require health services. Seniors who are interested in learning more about the NORCs in the Northeast can contact the Rhawnhurst NORC at 215-728-1330 or the Bustleton/Somerton NORC at 267-256-2045.
