Post Session Report: December 7, 2011

HB 242 PN 2815 (Everett): Amends the Liquor Code (Title 47) to create a limited distillery license and grant new privileges to current retail licensees. Senator Williams offered Amendment A07073 which would have removed an exemption to a specific winery. The amendment was defeated 15-34. The bill was then approved 40-9.

HB 639 PN 640 (Taylor): Removes a date that impedes an increase in the fees that help pay for affordable housing programs in the city of Philadelphia. This bill was approved 46-3.

SB 1237 PN 1837 (Pileggi): Senate Bill 1237, as amended, amends the Keystone Opportunity Zone, Keystone Opportunity Expansion Zone and Keystone Opportunity Improvement Zone Act (Act 92 of 1998) by providing for extensions of unoccupied parcels and for the designation of up to 15 additional Keystone Opportunity Expansion Zones. This bill was approved 47-2.

SB 1335 PN 1824 (McIlhinney): Amends the Banking Code (Act 356 of 1965) regarding the names permitted to be used by an institution. This bill was unanimously approved.

SB 1336 PN 1839 (D. White): Establishes the authority for Pennsylvania to review insurance rates for the small group market. Senator Ferlo offered Amendment A07087 regarding a public comment period and other forms of public involvement. The amendment was defeated 15-34. The bill was then approved 48-1.

HB 1458 PN 2817 (Tallman): Amends §6154 of Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to provide for an increase in a fine for a violation of non-reciprocity of operational limitations. Senator Pileggi offered Amendment A06930 which would include language previously in the Senate version of this bill regarding cameras on traffic signals. The amendment was adopted 33-16 and the bill went over as amended.

HB 1792 PN 2295 (Culver): Designates State Route 642, from its intersection with State Route 54 in Montour County to the border of Northumberland and Union Counties, as the United States Army Specialist Zachariah W. Long Highway. The bill was unanimously approved.
