SB 901, PN 1512 (Eichelberger) – This legislation reforms the Local Government Unit Debt Act (LGUDA).  Senator Eichelberger offered amendment A05366, which makes technical changes, adds definitions, provides for additional procedures for local governments, and provides for preliminary state approval prior to issuance of certain debt.  The amendment was agreed to and the bill went over as amended.

SB 903, PN 1513 (Folmer) – This legislation reforms the Local Government Unit Debt Act as it pertains to the issuance of qualified interest rate management agreements, commonly known as “swaps” or “derivatives.”  Senator Eichelberger offered amendment A05320, which further provides for reporting requirements and further specifies the circumstances in which a local government may authorize interest rate management agreements.  The amendment was agreed to and the bill went over as amended.

SB 1045, PN 1510 (White) – This bill amends the Pennsylvania Securities Act of 1972 by replacing commission with department throughout the Act to reflect the merger of the Securities’ Commission into the Department of Banking and Securities. It also reinstitutes the assemenent fee increase schedule in places until 2019 for agents and investment adviser representatives, broker-dealers, and investment advisers. The fee increases are to be paid into the General Fund.  A vote of 49-0 was recorded.

SB 1167, PN 1698 (Schwank) – Senator Schwank’s bill amends the Crimes Code, Title 18 of the Pennsylvania Consolidated Statutes, adding the offense of intimate partner harassment.  The bill makes it the crime of intimate partner harassment by exposing a photograph, film, videotape or similar recording of the identifiable image of an intimate partner who is nude or explicitly engaged in a sexual act to the view of a third party for no legitimate purpose and with intent to harass, annoy or alarm the person depicted.  A vote of 49-0 was recorded.
