SB 352, PN 1059 (Vogel) – Amends the Race Horse Industry Reform Act of December 1981 to establish the State Racing Commission as a commission within the Department of Agriculture to regulate the operations of horse racing and conduct of wagering.  A vote of 25-24 was recorded.

SB 356, PN 887 (Folmer) – This legislation defines “farmer” and “farming operations” for the purpose of declaring and filing earned Income Tax.  A vote of 49-0 was recorded.

SB 751, PN 771 (Greenleaf) – This bill amends Title 18 (Crimes and Offenses) to include electronic cigarettes within the restrictions that currently apply to the sale of cigarettes and other tobacco products to minors.  Senator Greenleaf offered amendment A02216, which addresses the City of Philadelphia’s ordinance on the issue. The vote on the amendment was 48-1.  The bill went over in its order as amended.

HB 131, PN 1695 (Barrar) – Provides for in-state tuition rates at community colleges and state-related/owned institutions for veterans, their spouses, and their children.  Senator Smucker offered amendment A02138 to include public institutions of higher learning under the bill (those licensed under the Private Licensed Schools Act).  The amendment was agreed to and the bill went over in its order as amended.

SB 655, PN 650 (Brown) – This bill amends the Fiscal Code to extend the expiration date for investment activities of the State Workers’ Insurance Fund.  A vote of 49-0 was recorded.

SR 149, PN 1049 (Wozniak) – A resolution to urge Congress to take all necessary actions to prohibit any force structure changes that would negatively impact our National Guard here in the Commonwealth.  The Senate adopted the resolution, 49-0.
