SB 8, PN:717 The legislation amends the Vehicle Code relating to driving under the influence to reduce the legal blood concentration limit.  The blood alcohol content is reduced from 0.10% to 0.08%.

A0347(Brightbill): Changes the effective date of the bill from “in 60 days” to September 30, 2003. A vote of 47-0 was recorded.

A0146(Mellow): Makes technical changes to language relating to the Child Passenger Restraint Fund and civil immunity for lenders of child passenger restraint systems to reflect the enactment of the child booster seat law. A vote of 47-0 was recorded.

A0155(Kukovich): Expands the definition of “emergency vehicle”.  Also provides that a hazardous response vehicle can be equipped with either flashing blue lights or a combination of flashing red and blue lights. A vote of 47-0 was recorded.

SB 319, PN718:The legislation authorizes Pennsylvania to join the Interstate Compact for Juveniles and establishes the State Council for Interstate Juvenile Supervision.  The compact manages the interstate movement of adjudicated youth, the return of non-adjudicated runaway youth, and the return of youth to states where they were charged with delinquent acts.  

A0267(Mellow): Provides the Minority Leaders of the Senate and the House each with an appointment on the State Council for  Interstate Juvenile Supervision by increasing the size of the council from nine members to eleven. A vote of 47-0 was recorded.

EXECUTIVE NOMINATIONS: The Honorable Nora A. Dowd was confirmed as Secretary of Aging.  A 47-0 vote was recorded.
