SB 109, PN106: The legislation amends the Juvenile Act to specify when law enforcement records and files concerning a child may be disclosed to the public.  It authorizes the public disclosure of law enforcement records concerning a minor who has been adjudicated delinquent for an offense that would be graded as a felony.  The bill further provides for the disclosure of law enforcement records if a petition alleging delinquency has been filed by a law enforcement agency alleging that the child has committed an offense that includes the elements of rape, kidnapping, murder, robbery, arson, burglary or a violation of the Controlled Substance, Drug, Device and Cosmetic Act.  A 49-0 vote was recorded.

SB 442, PN601: The legislation amends the Municipal Claim and Tax Lien Law to further provide for certain definitions.  The legislation makes clear that the recovery of attorney fees includes both tax and municipal claims and are collectible, not only by the municipal claimant, but also by their assignees.  New language provides for notice and an opportunity to pay the debt before any attorney fees are incurred and also provides for a judicial review as to the reasonableness of attorney fees sought.  A 49-0 vote was recorded.   

SB 532, PN731: The legislation amends the Liquor Code to add definitions and to further provide for sales by Pennsylvania Liquor Stores.  The bill also establishes guidelines to permit minors to frequent licensed premises.  Furthermore, the legislation further provides for the supervision ratio for chaperones of minors on licensed premises.  A 45-4 vote was recorded. 

SB 582, PN655: The legislation is the Capital Budget Project Itemization Act for 2002-2003.  It contains authorization of $15,000,000 for construction and improvements of the DuPont Company’s Imaging Technologies project in Bradford County.  A 48-1 vote was recorded.  

SB 629, PN667: The legislation makes an appropriation of $22.162 million from the State Employees’ Retirement Fund to provide for expenses of the State Employees’ Retirement Board for the 2003-04 fiscal year and for the payment of unpaid bills at the close of the 2002-03 fiscal year.  A 49-0 vote was recorded. 

SB 630, PN668: The legislation makes an appropriation of $42.947 million from the Public School Employees’ Retirement Fund to provide for expenses of the Public School Employees’ Retirement Board for the 2003-04 fiscal year and for the payment of unpaid bills at the close of the 2002-03 fiscal year.  A 49-0 vote was recorded.

SB 631, PN669: The legislation makes an appropriation of $21.183 million from the Professional Licensure Augmentation Account within the General Fund for the 2003-04 state fiscal year to the Bureau of Professional and Occupational Affairs.  It also makes appropriations from various restricted revenue accounts within the General Fund to various Boards within the Bureau for their operation for the 2003-04 fiscal year.  A 49-0 vote was recorded. 

SB 632, PN670 The legislation transfers funds from the Workmen's Compensation Administration Fund to the Department of Labor and Industry to provide $55.006 million for administrative expenses for the 2003-04 fiscal year. The bill also appropriates $184,000 to the Department of Community and Economic Development to fund workers' compensation activities by the Small Business Advocate.  A 49-0 vote was recorded. 

SB 633, PN671: The legislation makes an appropriation of $44.256 million from the restricted revenue account in the General Fund for the operation of the Pennsylvania Public Utility Commission for the 2003-04 fiscal year.  A 49-0 vote was recorded.

SB 634, PN672: The legislation makes an appropriation of $4.594 million from the restricted revenue account in the General Fund to the Office of Consumer Advocate within the Office of Attorney General for the 2003-04 fiscal year.  A 49-0 vote was recorded.

SB 635, PN673: The legislation makes an appropriation of $973,000 from the restricted revenue account in the General Fund to the Office of Small Business Advocate in the Department of Community and Economic Development for the 2003-04 fiscal year.  A 49-0 vote was recorded.
