680, PN827: The legislation amends the Public School Code to provide
for certain limitations on school district fund balances.
No school district shall approve an increase in real property taxes
unless it has adopted a budget that includes an estimated, ending unreserved,
undesignated balance less than or equal to 8% of its total budgeted expenditures
for that school year. The bill also
mandates each school district that approves a real property tax increase to
provide the Department of Education with information certifying compliance with
these provisions by August 15, 2003, and each year thereafter.

A0633(Mellow): This
amendment is intended to help smaller school districts within the Commonwealth
that have smaller budgets. It
removes the 8% requirement in the original bill and replaces it with a
percentage scale based upon each school districts total budgeted expenditures
for that school year. A 48-0 vote
was recorded.
