penalties for multiple driving under the influence convictions by extending
“look-back” periods for habitual offenders and by increasing the grades of

installation of an approved ignition interlock device on motor vehicles owned by
a person with a single DUI conviction. The
installation is mandatory under a second or subsequent conviction.
