The legislation establishes the Head Start Supplemental Assistance
Program. The program shall be
coordinated to identify educational, child-care or other services that can
improve Head Start services and to provide technical assistance to Head Start
providers establishing child-care services in order to offer extended day
services. A 37-12 vote was

The legislation amends the Vehicle Code to allow for an exception
to the use of motorcycle helmets. Any
person who is 21 or older and has been licensed for at least two years; any
person who is 21 or older and has completed the motorcycle safety course; or the
passenger who is at least 21 years of age would not be mandated to wear a
helmet. A 29-20 vote was recorded.

The legislation amends the Municipal Claim and Tax Lien Law
to provide for a three-month redemption period in all municipalities for
property sold under a tax or municipal claim.
It also provides for no redemption period for vacant property sold under
a tax or municipal claim. A 49-0

The legislation amends the Judicial Code to prohibit the
imposition of the death sentence for a defendant convicted of first-degree
murder that is determined to be mentally retarded.
A1787(Helfrick):
This amendment allows the Commonwealth to appeal
if the court enters an order finding that the defendant is a person with mental
retardation. The taking of such an
appeal stays the effectiveness of the court’s order and any order fixing a
date for trial. A 49-0 vote was
recorded.
