SB 10, PN1026: The legislation, known as the Economic Enhancement Act, provides for an economic enhancement program within the Department of Community and Economic Development.  The program will operate under the Economic Development Financing Authority for the purpose of stimulating economic activity in areas of distress targeted throughout the Commonwealth.  A 49-0 vote was recorded.  

A2367(Brightbill):This amendment changes the limit on the amount of redevelopment assistance capital projects for which obligations are outstanding from $1,950,000,000 to $1,550,000,000.  The amendment also requires that the Secretary of the Budget, in consultation with the Secretary of Community and Economic Development, review applications for redevelopment assistance and approve or disapprove those applications.  A 49-0 vote was recorded.

HB 1105, PN2167: The legislation extends the sunset date of the Pennsylvania Veterans Memorial Commission from June 30, 2003 to June 30, 2005.  A 49-0 vote was recorded.  

SB 79, PN950: The legislation amends the Dual Party Relay Service and Telecommunications Device Distribution Program Act to allow blind individuals to participate in the Print Media Access System Program.  The program allows individuals to access a telephone service that provides access to national and local newspapers over the telephone.  A 49-0 vote was recorded.

SB 100, PN 1027: The legislation adds a section known as the “Taxpayer Choice Act” to the Public School Code to provide for the imposition and collection of an earned income and net profits tax by school districts after the approval by the electors via a referendum.  The bill requires school districts to place a referendum question on the ballot for the municipal election of 2003 to offer taxpayers the option of imposing or increasing a local earned income tax for residential and farmstead property owners for which an application has been submitted.  A 27-22 vote was recorded. 

A2376(Brightbill): This amendment makes technical changes to the bill to add a reference to second class A counties and to clarify language pertaining to credits against the personal income tax for non-residents who pay the Philadelphia wage tax.  A 49-0 vote was recorded. 

There was also a motion to table the bill.  The motion failed by a 21-28 a party-line vote.

SB 586, PN896: The legislation amends Title 34 (Game) by creating a Resident Military Personnel hunting license.  This will allow members of the military, who are residents of Pennsylvania, to obtain a hunting license for a fee of $10.  A 49-0 vote was recorded.  

HB 623, PN 1814: The legislation amends the Crimes Code to further define the offense of deceptive or fraudulent business practice as it relates to a person who is in a client relationship with a certified public accountant, public accountant or public accounting firm.  A 27-22 vote was recorded.   

There was a motion that the bill go over in its order.  The motion failed by a 20-29 vote.

A2402(Tomlinson):This amendment authorizes the placement of slot machines at Pennsylvania horse racetracks.  It also establishes the Pennsylvania Gaming Control Board and the State Gaming Fund.  A 27-22 vote was recorded. 

The following are amendments that were offered as amendments to A2402:

A2413(Fumo): This amendment removes the salary for the Gaming Board and allows the Executive Board to set the salary.  A 25-24 vote was recorded.

A2423(Armstrong): This amendment transfers 10% of the gross revenues from slot machines to the PACE and PACENET programs.  A 21-28 vote was recorded. 

A2432(Armstrong): This amendment provides for the auctioning of slot machine licenses and sets procedures for such a process.  A 21-28 vote was recorded.

The following amendment was offered as an amendment to the bill as amended:

A2380(Rhoades):This amendment establishes the State Lottery Commission and provides for video keno machines at certain licensed establishments.  It also establishes the Local Property Tax Reduction Fund.  A 1-48 vote was recorded. 

SB778, PN937: The legislation amends the Job Enhancement Act to provide for Keystone Innovation Zones.  This bill creates Keystone Innovation Zones (KIZ) as development sites located within a five-mile radius of an institution of higher education within the Commonwealth.  A public or private institution is eligible, providing that it has been certified as an institute of higher learning by the Department of Education.  A 49-0 vote was recorded. 

HB 1406, PN 1740: The legislation designates Coaldale Borough and Butler Township in Schuylkill County as rural areas for the purpose of receiving increased Medicare inpatient hospital services payments.  A 49-0 vote was recorded.  

A2365(Rhoades): This amendment deletes the language in the bill specifically naming Coaldale Borough and Butler Township and replaces it with “hospitals designated as Medicare dependent hospitals as of September 30, 2000, are hereby designated as rural hospitals.”  The amendment also provides that effective date of the bill, if enacted after June 30, 2003, is retroactive to June 30, 2003.  A 49-0 vote was recorded.
