PASSED THE SENATE

 

 

SB 68, PN1084: The legislation is the Capital Budget Act of 2003-04.  The bill sets the maximum principle amount of additional debt to be incurred during the 2003-04 fiscal year.  A 28-19 vote was recorded. 

HB 276, PN2326: The legislation provides for expanded registration on the Do-Not-Call List, working in cooperation with the National Registry.  The bill also includes wireless users in all aspects as it pertains to the Do-Not-Call List.  A 47-0 vote was recorded. 

HB 564, PN2385: The legislation amends the Public School Code to provide for community college financial programs and reimbursements and provides for non-mandated capital.  A 28-19 vote was recorded.   

A3334(Brightbill): This amendment provides for public school funding.  Included in the amendment is a 2.8% increase in basic education funding; a 4.5% increase in special education funding; a 2.5% increase in vocational education funding; and $15 million in new funding for Head Start programs.  The amendment does not include funding for early childhood education programs.  A 28-19 vote was recorded.

NON-PREFERRED APPROPRIATION BILL, HB 1376, PN2328: The legislation appropriates $164,941,000 to Temple University for the 2003-04 fiscal year.  The bill failed the necessary two-thirds majority passage on a 28-19 party-line vote.   

The Senate also concurred in House amendments to the following bills:

 SB 8, PN1111: The legislation amends the Vehicle Code relating to driving under the influence to reduce the legal blood concentration limit.  The blood alcohol content is reduced from 0.10% to 0.08%.  The Senate amended House amendments in the Appropriations Committee prior to the concurrence vote on the floor.  A 47-0 vote was recorded. 

SB 201, PN1079: The legislation designates Interstate 78 in Lehigh and Northampton Counties, from the Berks County line to the Delaware River, as the Walter J. Dealtrey Memorial Highway; designates a portion of State Route 837 in Allegheny County as Charles R. McDevitt Highway; and designates Exit 23 on Interstate 79 in Washington County as the Farrell Jackson Exit.  A 47-0 vote was recorded.  

SB442, PN1044: The legislation amends the Municipal Claim and Tax Lien Law to provide for certain definitions, for municipal claims and liens, for judicial sales, for recovery of judgment and sale free from claims, for assignment of claims and for notice requirements.  A 47-0 vote was recorded. 

SB 521, PN1108: The legislation amends the Judicial Code to provide for the assessment and commitment of sexually violent delinquent children and young adults.  A 47-0 vote was recorded. 

EXECUTIVE NOMINATIONS:  Ross J. Huhn was confirmed as a member of the Pennsylvania Fish and Boat Commission.  A 46-1 vote was recorded.    

Thomas E. Boop was confirmed as a member of the Pennsylvania Game Commission.  A 46-1 vote was recorded. 

Gregory J. Isabella was confirmed as a member of the Pennsylvania Game Commission.  A 41-6 vote was recorded.
