SB 844, PN 1922
 
This bill provides for the highway capital budget project for fiscal 2003-2004.  Projects are financed from current revenues of the Motor License Fund and total $501,224,000.  A 50-0 vote was recorded. 

SB 137, PN 1921  This bill amends the "Allowing Minors to Consent to Medical Care Act of 1970" to give minors 14 years or older the right to outpatient mental health services without parental consent.  Also, parents or legal guardians may consent to outpatient or voluntary inpatient mental health services for minors under age 18 without their consent.  In cases of parental consent to inpatient treatment, minors have due procedural rights to contest that treatment.  A 50-0 vote was recorded in concurrence on the House amendments. 

SB 1208, PN 1852  This bill authorizes the Dept. of General Services, with the approval of the Governor, to grant and convey land in Venango County to Frenchcreek  Township.  A 50-0 vote was recorded in concurrence on the House amendments. 

SB 904, PN 1905  This bill amends various titles of the Pennsylvania Consolidated Statutes changing references from district justice to magisterial district justice.  A 50-0 vote was recorded.

SB 936, PN 1250  This bill directs the Pennsylvania State Police to establish and maintain the Pennsylvania Amber Alert System.  A 50-0 vote was recorded.

SB 981, PN 1332  This bill amends Title 51 (Military Affairs), creating the Educational Assistance Program Fund and stipulating that funds are continually appropriated to the Department of Military and Veterans Affairs for the sole purpose of the Education Assistance Program.  A 50-0 vote was recorded.

SB 1032, PN 1920  This bill amends Title 54 (Names) to codify the procedure that must be used when requesting a court to approve a name change.  A 50-0 vote was recorded.

HB 1152, PN 4379  This bill amends the Tax Code to create a check-off for contributions to Juvenile Diabetes Cure Research on the Pennsylvania Personal Income Tax (PIT) return form.  A 50-0 vote was recorded.

SB 1233, PN 1848  This bill amends the Liquor Code by allowing the sale of gift cards and gift certificates at state stores.  A 50-0 vote was recorded.

HB 1487, PN 1877  This bill amends the First Class City Government Law to repeal provisions relating to the Department of Public Works and the Department of Supplies and Purchases, which became outdated when Philadelphia adopted a home rule charter.  A 50-0 vote was recorded.

HB 2306, PN 3215  This bill designates the bridge on State Route 11 crossing the Susquehanna River between Great Bend Township and Hallstead Borough in Susquehanna County as the “Community Memorial Bridge.”  A 50-0 vote was recorded.

HB 2409, PN 3404  This bill amends Act 45 of 1991 to add to a previous designation of a bridge carrying Main Street over Trout Creek in Slatington Borough, Lehigh County. It would now be known as the “General Thomas R. Morgan USMC Bridge.” The 1991 act erroneously did not include the “USMC” designation.  A 50-0 vote was recorded.

HB 2826, PN 4354  This bill designates the bridge carrying SR 522 over the Black Log Creek in Cromwell Township, Huntingdon County, as the “Huntingdon County World War II Veterans Memorial Bridge.”  A 50-0 vote was recorded.

SB 1167, PN 1926  The bill lowers the rebate amount to the Commonwealth for certain prescription drugs under the PACE/PACENET program.  A 50-0 vote was recorded.

HB 2655, PN 3954  This bill amends Title 18 § 3903 relating to the grading of theft offenses by increasing the penalties for theft when the item stolen is anhydrous ammonia.  This legislation makes the penalty for theft of anhydrous ammonia a felony of the 2nd degree punishable by a fine of up to $25,000 and up to 10 years imprisonment.  A 50-0 vote was recorded.
