HB 2405, PN 3381 This bill designates a bridge in Carbon County as the “Colonel John Craig Memorial Bridge”.  PENNDOT is responsible for erecting signs on each side of the bridge for the purpose of designating the bridge name.  A 47-0 vote was recorded in concurrence on House amendments.

SB 871, PN 1940 This bill would add Chapter 37, Humane Society Police Officers, to Title 22 (Detectives and Private Police) of the Pennsylvania Consolidated Statutes.  A 47-0 vote was recorded in concurrence on House amendments.

HB 2745, PN 4754 The bill is an itemization for authorization of local and state bridges for repairs, rehabilitation, reconstruction, and/or new construction.  A 47-0 vote was recorded.

HB 30, PN 4778 This bill amends Title 66(Public Utilities) of the Pennsylvania Consolidated Statutes, by further providing for the rate basis for residential telephone services.  This legislation also adds and repeals provisions relating to alternative form of regulation of telecommunication services, creating the broadband aggregate outreach fund and establishing voice over internet protocol.  Senator Corman proposed amendment A 5368, which allows the City of Philadelphia one year to establish it’s wireless network and then the statewide provider takes over operations. The amendment was adopted with a 31-16 vote. Senator Fumo and Senator Williams offered a number of amendments, all of which were defeated.  Senator Fumo’s amendment A5338 would allow the City of Philadelphia to build it’s own wireless network.  This amendment was defeated with a 19-28 vote.  Senator Fumo offered amendment A 5337(which would require PUC approval of final plan before payment is made to the telecommunication company) and amendment A5338(which would restore the original competitive language in the former chapter 30 regulations).  Both of these amendments were defeated 20-27.  Senator Williams offered amendment A5255, which would allow audits of all telecommunication companies except those with fewer than 50,000 subscribers.  This amendment was defeated 20-27.  A 27-20 vote was recorded.  

HB 197, PN 4780 This bill amends the Local Tax Enabling Act further providing for the appointment of a single collector of taxes.  Senator Armstrong proposed amendment A 5373 which raises the occupational tax from a $10 annual fee to a $52 annual fee.  The amendment was adopted 39-8 and the bill went over in it’s order as amended.  

HB 657, PN 4772 This bill amends the Act of December 19, 1974 known as the Pennsylvania Farmland and Forest Land Assessment Act of 1974, providing for the definitions of “agritainment” and “recreational activity”; further providing for the definition of “forest reserve”, for land devoted to agricultural use, agricultural reserve and/or forest reserve, for responsibilities of county assessor and for rollback taxes and special circumstances.  Senator Wonderling proposed amendment A 4750 which allows the county commissioner to adopt an ordinance to include farmstead land in the total use value for land in both the agricultural reserve and the forest reserve.  The amendment was adopted with a 47-0 vote.  A 47-0 vote was recorded.

HB 798, PN 930 This bill prohibits any municipal pension or retirement system in a first class city from denying certain benefits to a surviving spouse of a police officers or police employee upon a subsequent remarriage of the surviving spouse.  A 47-0 vote was recorded.

HB 1535, PN 4776  This bill amends the Local Tax Enabling Act to stipulate that a political subdivision collecting the earned income tax (EIT) for an employee residing in another jurisdiction must transfer those funds to the jurisdiction of residence within 60 days of the conclusion of each deadline of receipt of payment.  The recipient jurisdiction is not required to pay a collection fee for transferring EIT moneys.  This legislation does not increase the taxing powers of a political subdivision or increase local tax rates.  Senator Hughes offered amendment A 5298, which is technical in nature.  The amendment was adopted 47-0.  A 47-0 vote was recorded.

HB 1929, PN 3940  This bill clarifies confusion regarding oversight in the Uniform Construction Code by transferring oversight powers regarding manufactured homes back to the Department of Community and Economic Development from the Department of Labor and Industry.  A 47-0 vote was recorded.

HB 2155, PN 4688  This bill amends Title 30 (Fish) by increasing fees for fishing licenses and permits, as well as boating fees. It also lowers from 16 to 12 the age that permits are required to fish legally and eliminates junior fishing licenses.  A 46-1 vote was recorded.

HB 2262, PN 4781  This bill, the “Child Internet Protection Act,” which provides that public schools and libraries adopt Internet use and screening procedures to protect children from the dissemination of obscene materials or child pornography.  Senator Piccola offered amendment A5355, which provides immunity for internet service providers.  Senator Rhoades offered amendment A 5362, it adds cyber charter schools to the definition of school entity.  Both amendments were adopted 47-0, and the bill went over in it’s over as amended.

HB 2315, PN 3236  This bill amends the Real Estate Tax Sale Law to allow counties to conduct a combined judicial sale of multiple properties.  A 47-0 vote was recorded.

HB 2336, PN 3289  This bill amends the Municipal Claim and Tax Lien Law to allow municipalities and counties to conduct a combined judicial sale of multiple properties.  A 47-0 vote was recorded.

HB 2561, PN 4770  This bill authorizes and directs the Department of General Services, with the approval of the Pennsylvania Historical and Museum Commission and the Governor, to grant and convey to the Luzerne County Historical Society the Dennison House in Forty Fort, as well as two additional tracts of land in Lehigh County.  Senator Gordner offered amendment A 5309, which is technical in nature.  The amendment was adopted 47-0.  A 47-0 vote was recorded.

HB 2638, PN 4649  This bill amends the Real Estate Tax Sale Law to provide that counties and taxing districts may provide for alternative collection of real estate taxes through an existing department or a private sector entity in addition to collection by the county tax claim bureau, as opposed to making a decision to utilize the county tax bureau or a third party.  Some jurisdictions may save money by assigning tax claims to a third party, which will be treated as the taxing district.  A 44-3 vote was recorded.

HB 2748, PN 4663  This bill allows the governing body of municipalities participating in the Pennsylvania Municipal Retirement System to determine whether participation in the pension plan for part-time employees is compulsory, optional, or prohibited.  A 47-0 vote was recorded.

HB 2794, PN 4757  This bill designates a bridge on State Route 3012 over Clearfield Creekin Beccaria Township, Clearfield County, as the “Private First Class Bradley G. Kritzer Bridge” and the Clairton-Glassport Bridge in Allegheny County as the “Senator Edward P. Zemprelli Bridge.”  A 47-0 vote was recorded.

HB 2798, PN 4777  This bill amends the Borough Code to exempt boroughs from advertising and soliciting competitive bids when the borough is selling real estate to a non-profit museum or historical society.  This legislation also empowers mayors to request assistance from neighboring municipalities (law enforcement officers or emergency workers) in the event of a state of emergency.  Senator Kasunic offered amendment A 5249, which waives residence requirements, to hold public office, for Boroughs with less than 150 residence.  The amendment was adopted 47-0.  A 47-0 vote was recorded.

HB 2804, PN 4328  This bill amends the Coal and Gas Resource Coordination Act to delete obsolete provisions of the act regarding setbacks required for gas wells.  A 47-0 vote was recorded.

HB 1211, PN 4768  This bill raises the personal needs allowance for Medical Assistance eligible individuals residing in nursing facilities and further provides for podiatrists in the health care providers retention program.  A 47-0 vote was recorded.
