SB 133, PN 1982 This bill amends the
Vehicle Code to increase the penalties for multiple
driving under the influence convictions and to revise
the DUI ignition interlock system. The bill clarifies
some discrepancies in the penalty section and the
grading section. The bill also clarifies what
punishment an existing officer must inform an offender
of if the offender refuses to submit to a chemical

the Insurance Company Law of 1921(P.L. 682 No. 284) to

HB 835, PN 4783 The bill amends the
Judicial Code relating to DNA data and testing to
require all persons convicted of or adjudicated
delinquent for any felony offense to submit a DNA sample
to the Pennsylvania State Police Data Bank and for
genetic identification evidence. The bill also outlines
the time frame in which prosecution can be commenced for
a misdemeanor sexual offense and felony offense when DNA
is used as evidence for identification purposes. A 46-0

HB 2105, PN 4801 The bill amends the Liquor Code by allowing the sale of wine or liquor-scented candles and
the sale of wine in containers at stores as well as allowing the board to use coupons. The legislation changes when
state stores can be opened and how many stores can be open for Sunday sales. The bill lowers the age that minors
can work at a Continuing Care Retirement Community. A point system for liquor license control is also established
in this bill. The bill prohibits the use of pyrotechnics in buildings. Also, wineries can sell wine by the glass if they sell
that wine by the bottle under this bill. Finally, the bill allows the board to issue a license to a distillery that had been
established before January 1, 1875. Senator Conti offered amendment A5370, which was technical in nature. The
amendment was adopted with a 46-0 vote. Senator Logan offered amendment A 5235, which provides for Sunday
beer sales for distributors between the hours of 12-5 pm. The amendment was approved 29-17.Senator Anthony Williams
offered amendment A 5353, which intends to deter the sell of drug paraphernalia in stores that sell alcohol.
The amendment establishes a point system upon which offenders would be graded for the determination of criminal
penalties. The amendment was adopted with a 46-0 vote. Senator Anthony Williams also offered amendment
A5356, which enumerates on the point system that was established with amendment A5353. The amendment was
adopted with a 46-0 vote. The bill went over in it’s order as amended.
HB 2326, PN 3247 The bill amends Title 34 of the Game and Wildlife Code by allowing the Game Commission
to modernize, through regulation, the process by which hunters report their big game kills. A 46-0 vote was recorded.
HB 2482, PN 4769 This bill establishes the
State Railroad Infrastructure Bank and Fund. The
purpose of the
bank is to provide low interest loans to railroads or
their customers for the purpose of establishing state
railroad infrastructure. The Department of
Transportation shall establish the rate at which the
loans will be paid back to the fund.

SB 1209, PN 1997 This bill amends Title 4
(Amusements) and Title 18 (Crimes and Offenses) as they
relate to the new gaming law by further providing for a
new definition of “supplier”, for the review of deeds,
leases, and contracts; for the further disclosure of all
public official financial interests; for local land use
preemption; and for greater latitude on the part of the
Attorney General to investigate and prosecute
violations. Senator Brightbill offered amendment A
5405, which altered the definition of “party officer” to
those party officers of a county or city in which a
licensed facility is located. Divestment must still
occur for National and State Committee officers. The
amendment also clarified the definition of “public
official”. The amendment was adopted with a 26-20
vote. Senator Fumo offered amendment A5491, which was
an amendment to an amendment and consisted of
two-parts. The first part, lines 1-4, clarified that no
person may provide slots machines or associated
equipment unless they have been issued a supplier
license or a manufacturer license. The amendment also
removed provisions that a supplier must be located in
Pennsylvania. The amendment was approved with a 46-0
vote. The second part, lines 5-11, which was intended
to prohibit state officials and their immediate family
members from benefiting from gambling operations, was
defeated with a 21-25 vote. A 31-15 vote was recorded.
