SB 133, PN 1982  This bill amends the Vehicle Code to increase the penalties for multiple driving under the influence convictions and to revise the DUI ignition interlock system.  The bill clarifies some discrepancies in the penalty section and the grading section.  The bill also clarifies what punishment an existing officer must inform an offender of if the offender refuses to submit to a chemical test.  A 46-0 vote was recorded on concurrence on House amendments.

SB 304, PN 1983  This bill amends the Probate Code to give state and local taxes a priority when the assets of an estate are insufficient to pay all of the debts of the estate, to further provide for payments to family and funeral directors.  A 46-0 vote was recorded on concurrence on House amendments.

SB 938, PN 1984   This bill further provides for accidents involving death or personal injury while not properly licensed. 
This bill also: defines "multipurpose agricultural vehicle" and "special mobile equipment; for reports by police; for ignition 
interlock; for width and for length of certain vehicles; adding a road in Wilkes-Barre Township to the State highway system. 
A 46-0 vote was recorded on concurrence with House amendments.

SB 1096, PN 1970   This legislation amends the Insurance Company Law of 1921(P.L. 682 No. 284) to further provide for surplus notes, for lending of securities, repurchase agreements and reverse repurchase agreements; and further defines “long-term care insurance and “prepaid home health or personal care service policy”.   A 46-0 vote was recorded on concurrence on House amendments.

HB 176, PN 4784   This bill amends the Tax Reform Code to further provide research and development tax credit; for carryover, carry back, refund and assignment of credit; for Pennsylvania S corporation shareholder pass through; film production tax credit and qualified expenses; for the state collection of delinquent realty transfer taxes and disbursement to the relevant political subdivisions.  A 46-0 vote was recorded.

HB 835, PN 4783  The bill amends the Judicial Code relating to DNA data and testing to require all persons convicted of or adjudicated delinquent for any felony offense to submit a DNA sample to the Pennsylvania State Police Data Bank and for genetic identification evidence.  The bill also outlines the time frame in which prosecution can be commenced for a misdemeanor sexual offense and felony offense when DNA is used as evidence for identification purposes.  A 46-0 vote was recorded.

HB 2105, PN 4801  The bill amends the Liquor Code by allowing the sale of wine or liquor-scented candles and 
the sale of wine in containers at stores as well as allowing the board to use coupons. The legislation changes when 
state stores can be opened and how many stores can be open for Sunday sales. The bill lowers the age that minors 
can work at a Continuing Care Retirement Community. A point system for liquor license control is also established 
in this bill. The bill prohibits the use of pyrotechnics in buildings. Also, wineries can sell wine by the glass if they sell 
that wine by the bottle under this bill. Finally, the bill allows the board to issue a license to a distillery that had been 
established before January 1, 1875.  Senator Conti offered amendment A5370, which was technical in nature.  The
amendment was adopted with a 46-0 vote.  Senator Logan offered amendment A 5235, which provides for Sunday 
beer sales for distributors between the hours of 12-5 pm.  The amendment was approved 29-17.Senator Anthony Williams 
offered amendment A 5353, which intends to deter the sell of drug paraphernalia in stores that sell alcohol.  
The amendment establishes a point system upon which offenders would be graded for the determination of criminal 
penalties.  The amendment was adopted with a 46-0 vote.  Senator Anthony Williams also offered amendment 
A5356, which enumerates on the point system that was established with amendment A5353.  The amendment was 
adopted with a 46-0 vote.  The bill went over in it’s order as amended. 
 
HB 2326, PN 3247   The bill amends Title 34 of the Game and Wildlife Code by allowing the Game Commission 
to modernize, through regulation, the process by which hunters report their big game kills.  A 46-0 vote was recorded.
 

HB 2482, PN 4769  This bill establishes the State Railroad Infrastructure Bank and Fund.  The purpose of the
bank is to provide low interest loans to railroads or their customers for the purpose of establishing state railroad infrastructure.  The Department of Transportation shall establish the rate at which the loans will be paid back to the fund.  
A 46-0 vote was recorded.

SB 669, PN 1904   The bill adds Chapter 44 to the Judicial Code to provide for the certification of court interpreters.
A 46-0 vote was recorded.

SB 703, PN 1949   This bill relates to the confidentiality of Social Security numbers.  A 46-0 vote was recorded.

HB 850, PN 4799   The bill amends the Second Class County Code making comprehensive changes to the contracting and procurement provisions of the Code.  Senator Orrie offered amendment A5495, which, provides for findings and declaration of policy and tax relief.  The amendment also repeals provisions relating to reimbursement to school districts.  The amendment was adopted with a 46-0 vote.  The bill went over as amended.

HB 1262, PN 4078   The bill amends the Domestic Relations Code by adding Chapter 67, the Domestic and Sexual Violence Victim Address Confidentiality Act.  A 46-0 vote was recorded.

HB 1329, PN 4773   The legislation amends provisions related to planned communities within Title 68 (Real and Personal Property).  A 46-0 vote was recorded.

HB 1330, PN 4774   The legislation amends thin Title 68 (Real and Personal Property) to further provide for real estate cooperatives.  A 46-0 vote was recorded.

HB 1331, PN 4775   The legislation amends Title 68 (Real and Personal Property) to further provide for condominiums.  A 46-0 vote was recorded.

HB 1867, PN 2433   This bill amends the act of April 12, 1842 (P.L. 262, No. 91) entitled “A supplement to an act, entitled ‘An act authorizing the Governor to incorporate the Tioga Navigation Company,’ passed the twenty-sixth day of February, one thousand eight hundred and twenty six, and for other purposes.”  A 46-0 vote was recorded.

HB 1868, PN 2434   This bill amends the act of April 25, 1850 (P.L. 618, No. 364), entitled “An act to vest in Barbara Griffith and Polly Conrad certain supposed escheated personal estate; to incorporate the Delaware and Schuylkill plank road company; and relative to market stalls in the city of Philadelphia.”  A 46-0 vote was recorded.

HB 2021, PN 4782   The bill amends the Liquor Code by allowing Sunday beer sales.  The bill was defeated by a 6-40 vote.

HB 2036, PN 4779   The bill provides a statutory means through the use of a Mental Health Advance Directive for adults to have a voice in their mental health care.  A 46-0 vote was recorded.

HB 2055, PN 3423   This legislation amends Title 51 (Military Affairs) with regard to the preference state veterans receive when applying for a state Civil Service position.  A 46-0 vote was recorded.

HB 2090, PN 4075   The bill amends the “Unfair Trade Practices and Consumer Protection Law” to provide for rescission of contracts in emergency situations.  A 46-0 vote was recorded.

HB 2262, PN 4781   The bill shall be known as the Child Internet Protection Act.  A 43-3 vote was recorded.

HB 2270, PN 3121   This bill, the “Family Support for Persons with Disabilities Act,” directs the Department of Public Welfare to establish and implement pilot projects supporting families of persons with disabilities.  A 46-0 vote was recorded.

HB 2384, PN 4644   This bill amends the Underground Utility Line Protection Law to further provide for duties of facility owners, duties of the One Call System, duties of contractors, and for penalties.  A 46-0 vote was recorded.

HB 2387, PN 3768   This bill amends Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes adding a chapter relating to the labeling, sale, and distribution of seed and  providing for crop insurance premium payments and for a report by the Department of Agriculture; and making a repeal.  A 46-0 vote was recorded.

HB 2406, PN 4771   This bill names a bridge in Butler County on state route 3021, in Butler County, as the Steven M. Krochta Memorial Bridge.

HB 2865, PN 4716   This bill authorizes a qualifying municipality to adopt an alternative amortization schedule in its actuarial valuation report under the Municipal Pension Plan Funding Standard and Recovery Act to accommodate extraordinary events.  A 46-0 vote was recorded.

HB 2980, PN 4689   This bill amends the Local Health Administration Law, allowing “split municipalities” to join with county departments of health and further providing for the dissolution of county departments of health.  A 46-0 vote was recorded.

HB 2749, PN 4795   This bill amends the Pennsylvania Construction Code Act further providing for referenced standards and abrogating regulations regarding ski lifts.  Senator Brightbill offered amendment A5502, which was technical in nature.  The amendment was approved with a 46-0 vote.  Senator Scarnati offered amendment A5163, which clarifies municipal authority standards for lateral connections on private property and connecting to public infrastructure owned by a municipality.  The amendment was adopted with a 46-0 vote.  The bill went over as amended.

SB 79, PN 1978   Amends the Dual Party Relay Service and Telecommunications Device Distribution Program Act, Act 34 of 1995, to allow blind individuals to participate in the Print Media Access System Program.  The program allows individuals to access a telephone service that provides access to national and local newspapers over the telephone.  A 46-0 vote was recorded on concurrence on House amendments.

SB 356, PN 1980   The bill exempts certain persons from paying the fee associated with getting a criminal background check. It also exempts certain persons from the fee associated with certifying whether they are on the central registry of child abuse perpetrators.  A 46-0 vote was recorded on concurrence on House amendments.

SB 432, PN 1901   The bill amends the Public Safety Emergency Telephone Act to further provide for the wireless E-911 emergency services fund.  A 46-0 vote was recorded on concurrence on House amendments.

SB 1102, PN 1991  This bill amends Title 12 (Commerce and Trade) and Title 64 (Public Authorities and Quasi-Public Corporations) to provide for a Water Supply and Wastewater Infrastructure Program as a result of the $250 million bond referendum that was approved by the voters in April 2004.  A 46-0 vote was recorded on concurrence on House amendments.

SB 673, PN 1902   This bill amends the Agriculture Education Loan Forgiveness Act by expanding the program to include teachers of agriculture education.  A 46-0 vote was recorded on concurrence on House amendments.

SB 844, PN 1975   This bill provides for the highway capital budget project for fiscal 2003-2004.  A 46-0 vote was recorded on concurrence on House amendments.

SB 931, PN 1950   The legislation amends the Police Officer, Firefighter, Corrections Employee and National Guard Member Child Beneficiary Education Act to extend eligibility for the postsecondary educational gratuity program to children of sheriffs and deputy sheriffs.  A 46-0 vote was recorded on concurrence on House amendments.

SB 1167, PN 1955   The bill amends the State Lottery Law, with regard to the amount of manufacturer rebates under PACE and PACENET.  A 46-0 vote was recorded on concurrence on House amendments.

HB 623, PN 4800   This bill amends Title 18 (Crimes Code) to authorize slots at 9 racetracks and 2 non-track facilities and to add  “Enron style” accounting schemes to the list of deceptive or fraudulent business practices and creates Chapter 92 in Title 18 regarding Racetrack Gaming and prohibits greyhound racing.  A 46-0 vote was recorded on concurrence on House amendments

HB 2749, PN 4795   This bill amends the Pennsylvania Construction Code Act further providing for referenced standards and abrogating regulations regarding ski lifts.  A 46-0 vote was recorded.

HB 447, PN 4798  The bill amends the Judicial Code to limit liability for damages from donated vehicles or equipment to volunteer fire companies, and a new section was added relating to sentences for certain drug offenses committed with firearms.  Senator Piccola offered amendment A 5329, which establishes mandatory minimum sentencing requirements for individuals convicted of dealing drugs while in possession of handguns.  The amendment was adopted with a 40-6 vote.  Senator Mellow offered amendment A 5417, which was technical in nature.  The amendment was adopted with a 46-0 vote.  The bill went over in it’s order as amended.

SB 1209, PN 1997   This bill amends Title 4 (Amusements) and Title 18 (Crimes and Offenses) as they relate to the new gaming law by further providing for a new definition of “supplier”, for the review of deeds, leases, and contracts; for the further disclosure of all public official financial interests; for local land use preemption; and for greater latitude on the part of the Attorney General to investigate and prosecute violations.  Senator Brightbill offered amendment A 5405, which altered the definition of “party officer” to those party officers of a county or city in which a licensed facility is located.  Divestment must still occur for National and State Committee officers.  The amendment also clarified the definition of “public official”.  The amendment was adopted with a 26-20 vote.  Senator Fumo offered amendment A5491, which was an amendment to an amendment and consisted of two-parts.  The first part, lines 1-4, clarified that no person may provide slots machines or associated equipment unless they have been issued a supplier license or a manufacturer license.  The amendment also removed provisions that a supplier must be located in Pennsylvania.  The amendment was approved with a 46-0 vote.  The second part, lines 5-11, which was intended to prohibit state officials and their immediate family members from benefiting from gambling operations, was defeated with a 21-25 vote.  A 31-15 vote was recorded. 

HB 1113, PN 4796    The bill amends the Public School Code directing school districts to establish policies regarding student possession and self-administration of certain asthma medications.  A 44-2 was recorded.

HB 1954, PN 4797  The bill amends the First Class City Home Rule Act adjusting the limit for certain fines.  A 46-0 vote was recorded.

HB 2029, PN 4639  This bill authorizes cities of the first class that have adopted a home rule charter to enforce ordinances prohibiting the dumping of waste; defines “short dumping”; and increases the penalties for violations.  A 46-0 vote was recorded.

SB 92, PN 1995   The legislation amends the Title 42 (Judicial Code) providing for deficiency judgments, codifying judicial provisions relating to the Landlord and Tenant Act, and further defining primary jurisdiction.  A 46-0 vote was recorded on concurrence on House amendments.
