SB 1209, PN 1997  This bill amends Title 4 (Amusements) and Title 18 (Crimes and Offenses) as they relate to the new gaming law by further providing for a new definition of “supplier”, for the review of deeds, leases, and contracts; for the further disclosure of all public official financial interests; for local land use preemption; and for greater latitude on the part of the Attorney General to investigate and prosecute violations.  A 28-19 vote was recorded on concurrence on House amendments.

HB 197, PN 4802  This bill amends the Local Tax Enabling Act further providing for the appointment of a single collector of taxes and establishes the emergency and municipal services tax.  Senator Orrie offered amendment A5564, which creates a .55% payroll tax expense in Pittsburgh.  The amendment was adopted with a 30-17 vote.  Senator Wagner offered amendment A5550 and amendment A5551.  Amendment A5550 would eliminate the business privilege tax, increase the payroll tax expense proposed in Orrie’s amendment from .55% to .855%, decrease the parking tax in Pittsburgh by 20%, and eliminate the non-profit arts tax.  The amendment was defeated with a 16-31 vote.  Amendment A5551 would keep the payroll tax expense in Orrie’s amendment the same, reduces business privilege tax to 2% and eliminates exemptions, reduces the parking tax by 30%, and eliminates the non-profit arts tax.  The amendment was defeated with a 16-31 vote.  Senator Rhoades and Senator Mellow offered amendment A5413, which eliminated the ability to charge an admission fee for bowling alleys.  The amendment was adopted with a 46-1 vote.  The bill went over as amended.

HB 248, PN 277  This bill amends the Borough Code to permit the use of a portion of the dedicated tax to support fire protection, ambulance service, rescue squads and other emergency services.  A 47-0 vote was recorded.

HB 250, PN 279  This bill amends the 2nd Class Township Code to permit the use of a portion of the dedicated fire tax to support fire protection, ambulance service, rescue squads and other emergency services.  A 47-0 vote was recorded.

HB 447, PN 4798  The bill amends the Judicial Code to limit liability for damages from donated vehicles or equipment to volunteer fire companies, and a new section was added relating to sentences for certain drug offenses committed with firearms.  A 42-5 vote was recorded.

HB 850, PN 4799  The bill amends the Second Class County Code making comprehensive changes to the contracting and procurement provisions of the Code and further providing for tax relief.  A 47-0 vote was recorded.

HB 873, PN 4807  This bill amends Title 75 (Vehicles) pertaining to the offense of Careless Driving.  Senator Fumo offered amendment A4984, opens easements for small landlocked farms.  The amendment was adopted 47-0.  Senator C. Williams offered amendment A5499, which provides immunity for towing damaged property and provides payment to towers.  The amendment was adopted 47-0.  The bill went over as amended.

HB 2066, PN 4752  This bill amends several sections of Title 75, Vehicle Code, dealing with the reconstructed vehicle inspection program.  A 47-0 vote was recorded.

HB 2442, PN 4806  This bill amends the Regulatory Review Act, further providing for legislative intent, for definitions and 
for proposed regulations and procedure for review.  Senator Brightbill offered amendment A5494, which eliminates the legislative
intent and also state agencies would no longer have to prepare an impact study on regulations that effect small businesses. 
The amendment was adopted 47-0.  The bill went over as amended
 
HB 2664, PN 4810  This would create a chapter in Title 74 (Transportation) to deal with “Flying While Impaired.”  Senator Madigan
offered amendment A5489, which provides up to $6 million for short rails.  The amendment was adopted with a 47-0 vote.  
Senator Kasunic offered amendment A5180, which places Fayette County back as a designated county.  The amendment 
was adopted with a 47-0 vote.  Senator Stack offered amendment A5162, which provides a mandatory license suspension for 
pilots who refuse a breathalyzer test.  The amendment was adopted with a 47-0 vote.  The bill went over as amended.

HB 2666, PN 4808  This bill amends the Vehicle Code (Title 75) as it pertains to inspection stickers and linkage to registration renewal.  Senator Madigan offered amendment A5379, which allows employers of school bus drivers and commercial drivers to obtain electronic copies of driving records from PENNDOT.  The amendment was adopted with a 47-0 vote.  The bill went over as amended.

HB 2775, PN 4809  The bill establishes a “Chesapeake Bay Watershed Education Program” within the Department of Education.  Senator Hughes offered amendment A4987 for Senator Anthony Williams, which adds environmental education center to the definition of school.  The amendment was adopted with a 47-0 vote.  The bill went over as amended.

SB72, PN 1998  The bill amends the Crimes Code to add public utility employees and legal representatives of a county children and youth social service agency to the list of officials and employees enumerated under the aggravated assault law and further providing for expungement.  A 47-0 vote was recorded on concurrence on House amendments.

SB 668, PN 1888  The bill would create the Uniform Crime Reporting Act.  The act will codify the College and University Security Information Act, Act of May 26, 1988, P.L. 448, No. 73 with several additions.  A 47-0 vote was recorded on concurrence on House amendments.

SB 856, PN 1951  The bill amends Pennsylvania’s “Fireworks Law” (Act 65 of 1939) to further regulate the sale and use of fireworks in Pennsylvania.  A 47-0 vote was recorded on concurrence on House amendments.

SB 892, PN 1785  This legislation would amend the “Pennsylvania Municipalities Planning Code” by further providing for “professional consultants,” for review fees and inspection fees charged by municipalities and the procedure to dispute such fees, including arbitration.  A 47-0 vote was recorded on concurrence on House amendments.

SB 912, PN 1987  This bill amends Title 3 (Agriculture) of the Pennsylvania Consolidated Statutes, providing for crop insurance premium payments and for a report by the Department of Agriculture; and making a repeal.  A 47-0 vote was recorded on House amendments.

SB 1041, PN 1972  The bill is a freestanding act that would provide for the continuation of the Pennsylvania Senior Environment Corps under the Pennsylvania Department of Environmental Protection and the Department of Aging.  A 47-0 vote was recorded on concurrence on House amendments.

SB 1099, PN 1979  The bill amends the Judicial Code to increase the number of judges in certain courts of common pleas and further provides for summary offense,  informal adjustment, consent decrees, compulsory arbitration, disposition of delinquent children, and for sentences for offenses against infants.  A 47-0 vote was recorded on concurrence on House amendments.

HB 994, PN 4760  This measure would empower municipalities, counties and public transportation agencies to work cooperatively to establish Transit Revitalization Investment Districts (TRID), including partnerships with the National Railroad Passenger Corporation requiring planning studies, comprehensive plan and zoning amendments and use of existing statutes and techniques to achieve transit-oriented development, redevelopment, community revitalization and enhanced community character through TRID creation.  A 47-0 vote was recorded on concurrence on House amendments.

SB 109, PN 1999  The bill amends the Juvenile Act (Chapter 63 of Title 42) to specify when law enforcement records and files concerning a child may be disclosed to the public.  Senator Fumo motioned to suspend the rules to allow the offering of amendment A5556, which would grant a judiciary pay increase.  The motion failed by a 19-28 vote.  A 47-0 vote was recorded on the motion to concur on House amendments.

SB 959, PN 2000  The bill amends the Judicial Code pertaining to the Constables’ Education and Training Account, information a county correctional facility gives to probation or parole upon the release of an inmate, and restricts eligibility of an offender for certain sentencing alternatives.  A 47-0 vote was recorded on concurrence on House amendments.

HB 2442, PN 4806  This bill amends the Regulatory Review Act  for definitions and for proposed regulations and procedure for review.  
A 47-0 vote was recorded.

HB 2666, PN 4808  This bill amends the Vehicle Code (Title 75) as it pertains to inspection stickers and linkage to registration renewal.  A 47-0 vote was recorded.

HB 2775, PN 4809  The bill establishes a “Chesapeake Bay Watershed Education Program” within the Department of Education.  A 47-0 vote was recorded.

SB 441, PN 2004  The bill amends the Domestic Relations Code to authorize certain judicial officials, administrative law judges and other former public officials to solemnize marriages.  A 47-0 vote was recorded on concurrence on House amendments.

HB 623, PN 4800  This bill amends Title 18 (Crimes Code) to authorize slots at 9 racetracks and 2 non-track facilities and to add  “Enron style” accounting schemes to the list of deceptive or fraudulent business practices and creates Chapter 92 in Title 18 regarding Racetrack Gaming and prohibits greyhound racing.  A 47-0 vote was recorded on concurrence on House amendments to Senate amendments.

HB 2105, PN 4801  The bill amends the Liquor Code by allowing the sale of wine or liquor-scented candles and the sale of 
wine in containers at stores as well as allowing the board to use coupons. The legislation changes when state stores can be 
opened and how many stores can be open for Sunday sales. The bill lowers the age that minors can work at a Continuing Care 
Retirement Community. A point system for liquor license control is also established in this bill. The bill prohibits the use of 
pyrotechnics in buildings. Also, wineries can sell wine by the glass if they sell that wine by the bottle under this bill. Finally, 
the bill allows the board to issue a license to a distillery that had been established before January 1, 1875.  Senator Rhoades 
made a motion to table the bill, the motion failed with a 1-46 vote.  A 41-6 vote was recorded on concurrence on House amendments.  

SB 705, PN 2001  This bill defines misleading statements regarding privacy on the Internet as a fraudulent business practice.  A 47-0 vote was recorded.

HB 851, PN 1809  This bill amends the Crimes Code (Title 18) to further provide for the offense of scattering rubbish.  A 47-0 vote was recorded.

SB 95, PN 1939  The legislation makes extensive amendments to the Domestic Relations Code relating to divorce actions.  A 47-0 vote was recorded on concurrence on House amendments.

SB 255, PN 1989  The bill establishes a new Alternative Fuels Incentives Fund to authorize grants and rebates to promote the use and production of alternative fuels.  A 47-0 vote was recorded on concurrence on House amendments.

SB 677, PN 1996  This bill amends Title 66 (Public Utilities) to further define “common carrier” and to further provide for consumer protection and information for responsible customers of public utilities.   A 39-8 vote was recorded on concurrence on House amendments.

HB 197, PN 4802  This bill amends the Local Tax Enabling Act further providing for the appointment of a single collector of taxes and establishes the emergency and municipal services tax.  A 27-20 vote was recorded.

HB 873, PN 4807  This bill amends Title 75 (Vehicles) pertaining to the offense of Careless Driving.  A 47-0 vote was recorded.

HB 2664, PN 4810  This would create a chapter in Title 74 (Transportation) to deal with “Flying While Impaired.”  A 47-0 vote was recorded.

HB 709, PN 2707   Provides additional penalties for cruelty to animals.  A 47-0 vote was recorded. 

HB 1321, PN 4811   Establishes the First Class Cities Economic Development District Act providing for Economic Development Districts in cities of the first class (Philadelphia). The First Class Cities Economic Development District Program encourages development of deteriorated property by providing the tax exemptions, deductions, abatements or credits provided by this Act to persons who own interests and to residents of and qualified businesses located in Economic Development Districts.  A 47-0 vote was recorded on concurrence.
