The
legislation, known as the “Water and Wastewater Treatment Project Bond Act,”
places a question on the April 27, 2004 primary election ballot to ask voters
whether or not they favored the incurrence of $250,000,000 of indebtedness for
use as grants and loans for construction, expansion, and improvement of water
and wastewater infrastructure (including water supply and sewage treatment
systems). A 50-0 vote was recorded.
HB
2027, PN2704: The legislation amends the Urban Redevelopment Law
to provide for appointment and qualifications of members of an authority.
The bill provides that, in the case of a city of the third class,
nonresidents who own and operate businesses in the city in which the Authority
operates can be appointed and serve as members of the Authority, but a majority
of the five-member board must be citizens of the city.
A0210(Mellow): This is a technical amendment
that simply clarifies language in the bill.
