HB 1206, 3306 The bill provides clarity regarding the application of Act 166 of 2002. Concern arose as to whether the Act 166 applied to the entire tax year or if it applied starting February 9, 2003 which was its effective date.  New language makes it clear that applicability is for taxable years beginning after December 31, 2002.  A 49-0 vote was recorded.

A0277 Brightbill  The amendment changes the title of the bill to reflect that the bill amends Act 1660f 2002 and not the Local Tax Enabling Act.  A 49-0 vote was recorded.

HB 1654,3305 The act would add a $2.00 fee to construction or building permits for code official education and training.  The $2.00 fee added to every permit would be deposited into an account named the “Municipal Code Official Training Account” within the Governor’s Center for Local Government Services.  The fund would be used to educate and train municipal building code officials through the Pennsylvania Construction Codes Academy.  A 46-3 vote was recorded.

A0269 Brightbill  Requires municipalities to adopt current construction codes.  A 49-0 vote was recorded.

SB 769,1388 This legislation creates the Elderly Immunization Act, providing influenza and pneumococcal disease vaccines for elderly people 65 years of age or older.  More specifically, when an eligible person is admitted to a hospital for a period of more than 24 hours, for a condition unrelated to the influenza virus or pneumococcal disease, he or she should be informed that they are eligible and provided the opportunity to receive a vaccine against the influenza virus and pneumococcal diseases before they are discharged.

  Technical amendment conforming the text from one section to another.  A 49-0 vote was recorded.

SB 815,1389 The legislation amends the Insurance Department Act as it relates to large deductible insurance policies and exempts certain collateral from qualifying as an asset of the estate of an insolvent insurer.  Large deductible policies are those that exceed $250,000.

A0175 D. White  Technical amendment clarifying language.  A 49-0 vote was recorded.

SB 969, 1390 The bill would name the Clairton-Glassport Bridge as the Senator Edward P. Zemprelli Bridge.  The bridge connects the City of Clairton to the Borough of Glassport in Allegheny County and traverses the Monongahela River.

A0260 Mellow  Technical amendment conforming the text of the bill to it’s title.  A 49-0 vote was recorded.

HB 1785, 3309 Under this legislation a person who maintains a business in a municipality with a parking authority would be eligible to serve on that board even if they are not a resident of the county where the parking authority is located.  All parking authorities would be affected except those in the City of Philadelphia.  A 30-19 vote was recorded.

A0275 A. Williams  Provides for the powers of the Philadelphia Parking Authority and distributing $25 million from the Authority to public schools in Philadelphia. A 49-0 vote was recorded.

EXECUTIVE NOMINATIONS Rev. Earl Garmon was confirmed as a member of the Pennsylvania Human Relations Commission.  A 49-0 vote was recorded.
