HB 2007, PN3559 This legislation amends the
Second Class City Law to further provide for the duties of the city controller
and for statements of receipts and expenditures by authorities. The bill
expands the Pittsburgh city controller’s existing duty to require an audit of
any of the accounts of any department or authority having board members
appointed by the mayor, city council or any other official of the city. A 36-13
vote was recorded.

was added to the language of HB 2007 with the prior printer’s number 3539 and
included in the final language of the passed legislation.
A0805(Brightbill):
This is a technical
amendment that replaces the term “city” with the term “municipality” in certain
sections of the bill. A 49-0 vote was recorded.
HB 2008, PN3546
The
legislation amends Chapter 30 of Title 53 (Municipalities Generally) to provide
for the form and adoption of budgets in any home rule municipality that, based
on population, qualifies as a second class city. The bill adds a subsection
providing that a balanced budget not include projected revenue requiring the
General Assembly to enact new taxing powers. The new subsection would applies
to cities of the second class and to any authority having board members
appointed by any elected official of a city of the second class. A 49-0 vote
was recorded.
