HB 1634, PN4059
:
The legislation provides for the Capital Budget Project Itemization Act for the 2003-2004 fiscal year.  The bill provides for a total of $11,499,359,000 in project authorizations.  A 50-0 vote was recorded.

HB 659, PN4057: The legislation amends Title 34 (Game) allow any person, who has never held a hunting license in Pennsylvania or any other state, to accompany a licensed hunter or furtaker in hunting and trapping activities.  The licensed hunter must be at least 18 years of age and must keep the unlicensed hunter in sight and be able to communicate to them with out the aid of any device.  A 50-0 vote was recorded. 

SB 668, PN1607: The legislation establishes the Pennsylvania Uniform Crime Reporting Program under the direction of the Pennsylvania State Police and further imposes duties on the Pennsylvania Commission on Crime and Delinquency.  Under the program, all state, county and local law enforcement agencies are required to report statistical information concerning criminal offenses that occurred in their respective jurisdictions and the disposition of such matters to the Pennsylvania State Police on a monthly basis.

A2181(Brightbill): This amendment makes technical changes in the wording of the bill, including the definition of “state,  county and local law enforcement agencies.”   A 50-0 vote was recorded.

SB 871, PN1548: The legislation amends Title 22 (Detectives and Private Police) to add Chapter 37, Humane Society Police Officers.  The bill creates a state Board of Humane Society Police Officers consisting of 11 members as a departmental administrative board within the Department of Agriculture.  The bill repeals Act 135 of 1994 (Humane Society Police Officer Enforcement Act) and certain language from 22 PA.C.S. Section 501 (appointment by a non-profit corporation). 

A2100(Wenger): This amendment replaces all of Chapter 37 in the bill, which provides for Humane Society Police Officers.  A 50-0 vote was recorded. 

SB 1052, PN1676: The legislation authorizes and directs the Department of General Services, with the approval of the Governor, to grant and convey certain parcels of land in the City of Erie to the Erie-Western Pennsylvania Port Authority.  The bill also authorizes the Department of General Services to grant and convey 7 parcels of land within the 4th Ward of the City of Erie to certain individuals for market price as determined by an independent appraiser. 

A2215(Earll): This is a technical amendment that clarifies language in the bill.  A 50-0 vote was recorded.  

SB 1108, PN1689: The legislation amends the Public School Code to require the Department of Education to provide technical assistance to certain schools upon request.  The bill requires the Department of Education to provide technical assistance to schools that have not met state academic performance targets or that have been identified for school improvement or corrective action within ten days upon request.  The Department of Education shall establish a

clearinghouse of information for school districts that are eligible to receive technical assistance.  A 50-0 vote was recorded. 

HB 1809, PN3576: The legislation creates the Commercial Manure Hauler and Broker Certification Act.  The bill requires the Department of Agriculture to establish within 18 months a commercial manure hauler and broker certification program. 

A2162(Waugh): This is a technical amendment that clarifies language in the bill.  A 50-0 vote was recorded.   

HB 2128, PN3290: The legislation amends the Public School Code to provide for the continuation of basic education funding and for further regulation of expelled students.  The legislation establishes an emergency basic education subsidy fund in the State Treasury into which unappropriated, unrestricted General Fund moneys would be transferred.  Where an appropriation providing for basic education funding is not enacted prior to August 15 of any year, the Treasurer shall transfer unappropriated, unrestricted General Fund moneys into the Fund, to the extent that money is available.  The bill also authorizes a school superintendent of a school district into which an expelled student transfers to amend the parameters of that student’s expulsion.  A 29-21 party-line vote was recorded.

The Senate concurred in House amendments as amended to the following bill:

SB 815, PN1688: The legislation amends the Insurance Department Act as it relates to large deductible insurance policies and exempts certain collateral from qualifying as an asset of the estate of an insolvent insurer.  Large deductible policies are those that exceed $250,000.  A 50-0 vote was recorded.

The Senate also concurred in House amendments to the following bill:

SB 989, PN1428: The legislation authorizes and directs the Department of General Services, with the approval of the Governor, to grant and convey lands located in North Versailles Township, Allegheny County to the Redevelopment Authority of Allegheny County.  Also, this bill grants and conveys land in Lock Haven, Clinton County.  A 50-0 vote was recorded.
