HB 550, PN4101
:
The legislation amends Title 75 (Vehicles) to prohibit parking in certain areas.  The bill prohibits the parking of vehicles within 30 feet of signs warning of the possible presence of a disabled person living in or traversing the area.  The bill also raises the fine from $15 to a new maximum of $50 for a violation of not only this new provision but also the other restricted parking areas covered in the Vehicle Code.  A 50-0 vote was recorded.

SB 931, PN1211: The legislation amends the Police Officer, Firefighter, Corrections Employee and National Guard Member Child Beneficiary Education Act to extend eligibility for the postsecondary educational gratuity program to children of sheriffs and deputy sheriffs.  The bill extends the gratuity program to children of sheriffs and deputy sheriffs killed in the performance of their duties. 

A2341(Madigan): This amendment makes the additional eligibility for a higher education gratuity for children of sheriffs and deputy sheriff’s retroactive to January 1, 2004.  A 50-0 vote was recorded.

SB 1041, PN1621: The legislation provides for the continuation of the Pennsylvania Senior Environment Corps under the Pennsylvania Department of Environmental Protection and the Department of Aging.  The bill directs the Departments of Aging and Environmental Protection to continue funding and support for the Pennsylvania Senior Environment Corps and its network of chapters throughout the state.  A 50-0 vote was recorded.

HB 2273, PN3496: The legislation amends the Civil Service Act to further define the Pennsylvania residency requirements applicable to those seeking state civil service positions. The bill allows a person who has graduated or attended high school in the Commonwealth or completes the requirements under a home education program and graduated from a postsecondary institution in the Commonwealth to apply for a civil service position, provided that the individual applies for such position within five years of graduating from the postsecondary institution.  A 50-0 vote was recorded.

SB 885, PN1700: The legislation amends the Unsolicited Telecommunication Advertisement Act to require the Attorney General to develop and implement a do-not-e-mail list.  The bill gives Internet service providers the ability to develop and adopt policies to prevent the distribution of spam and requires an Internet service provider to block, transmit, route, relay, handle or store certain electronic mail messages. 

A2250(Conti): This is a technical amendment that removes language pertaining to the do-not-e-mail list.  A 50-0 vote was recorded.

The Senate also concurred in House amendments to Senate amendments to the following bill:

HB 1634, PN4105: The legislation provides for the Capital Budget Project Itemization Act for the 2003-2004 fiscal year.  The bill provides for project authorizations and appropriations throughout the Commonwealth.  A 50-0 vote was recorded.
