The legislation amends the Tax Reform Code to further provide for the
phase-out of the Pennsylvania Capitol Stock and Franchise Tax. The bill
accelerates the phase-out period of the Capitol Stock and Franchise Tax
so that the final rate of 1 mill would begin on January 1, 2009 and
finish on December 31, 2009. The taxable rate of zero mills would be in
effect thereafter. A 48-2 vote was recorded.

The legislation designates the Roaring

Project 70 land restrictions on certain lands presently owned and being
conveyed by the City of Scranton, to Lackawanna Land and Energy Inc. In

SB 157, PN1766:
The legislation amends the Public School Code
to allow for firefighter and emergency service training courses to be
added to high school curricula as credit-earning courses. The bill also
requires the State Board of Education to compel all accredited community
colleges, universities, and private or independent colleges to adopt a
policy to regulate marketing practices used on college campuses by
credit card companies. Language in the bill regarding education
empowerment districts and temporary special aid to school districts
suffering loss of tax revenue due to reduction in assessed valuation of
taxable property is reenacted to cure erroneous Act 48 of 2003
amendments of sections instead of reenactment.
SB 200, PN1765:
The legislation amends Title 24 (Education) to further provide for
termination of annuities. The bill permits annuitants, who are
certified teachers or other personnel who hold instructional or
administrative certificates (including coaches, advisors, etc.), to
return to service without penalty against their annuity, for a period
not to extend beyond the school year during which the emergency or
shortage occurs. The annuitant will not be entitled to earn any credited
service and no contributions may be made by the annuitant, the employer
or the Commonwealth.

SB 319, PN1030:
The legislation
establishes the Interstate
Compact for Juveniles. The compact manages the interstate movement of
adjudicated youth, the return of non-adjudicated runaway youth, and the
return of youth to states where they were charged with delinquent
acts.
SB 751, PN1432:
The legislation amends the Medical Practice
Act to require respiratory care practitioners to obtain twenty hours of
continuing education as a condition of biennial renewal of respiratory
care practitioner licenses.
SB 752, PN1545:
The legislation amends the Osteopathic Medical Practice Act to change
the definitions of “certification” and “physician assistant.” The bill
also requires respiratory care practitioners to obtain twenty hours of
continuing education as a condition of biennial renewal of respiratory
care practitioner licenses; for physician assistants to be licensed” as
opposed to “certified” and for physician assistants to hold the minimum
of a baccalaureate degree and to complete not fewer than 60 hours of
instruction in pharmacology or other related courses.
