PREFERRED APPROPRIATION BILL, HB 2524, PN4196
:
The legislation appropriates $23,490,000 to the State Employees Retirement System for the 2004-05 fiscal year.  A 50-0 vote was recorded.

PREFERRED APPROPRIATION BILL, HB2527, PN4197: The legislation transfers funds from the Workmen's Compensation Administration Fund to the Department of Labor and Industry to provide $55 million for administrative expenses for the 2003-04 fiscal year. The bill also appropriates $184,000 to the Department of Community and Economic Development to fund workers' compensation activities by the Small Business Advocate.  A 50-0 vote was recorded.

SB 1099, PN1739: The legislation amends the Judicial Code to add judges to the Courts of Common Pleas.  The bill adds one judge to the Court of Common Pleas in each of the following counties: Blair County, Berks County, Butler County, Chester County, Lackawanna County, Luzerne County, Pike County and Washington County.  The bill also adds two judges to the Allegheny County Court of Common Pleas.  A 49-1 vote was recorded.

PREFERRED APPROPRIATION BILL, HB 2522, PN3665: The legislation appropriates $4,689,000 from the revenue restricted account in the General Fund to the Office of Consumer Advocate within the Office of the Attorney General for the 2004-05 fiscal year.  A 50-0 vote was recorded.

PREFERRED APPROPRIATION BILL, HB 2523, PN3666: The legislation appropriates $967,000 through the Department of Community and Economic Development for the Small Business Advocate for the 2004-05 fiscal year.  A 50-0 vote was recorded.

PREFERRED APPROPRIATION BILL, HB 2525, PN3668: The legislation appropriates $41,776,000 from the Public School Employees’ Retirement Fund to the Public School Employees Retirement Board for its administrative and operational expenses for the 2004-05 fiscal year.  A 50-0 vote was recorded.

PREFERRED APPROPRIATION BILL, HB 2526, PN3669: The legislation appropriates $22,902,000 from the Professional Licensure Augmentation Account within the General Fund to the Department of State for the operation of the Bureau of Professional and Occupational Affairs for the 2004-05 fiscal year.  A 50-0 vote was recorded.

HB 445, PN4198: The legislation creates the Sign Language Interpreter and Transliterator State Registration Act.  The bill provides that individuals seeking registration as qualified interpreters/transliterators register with the Department of Labor & Industry. The department is vested with the responsibility of administering the act and maintaining a list of all registered interpreters/transliterators.  A 50-0 vote was recorded.

SB 1095, PN1565: The legislation designates Exit 182 on Interstate 81 in Lackawanna County as the Chuck Mattei Interchange.  A 50-0 vote was recorded.

SB 1155, PN1682: The legislation amends the Tax Reform Code to further provide for the phase-out of the Pennsylvania Capitol Stock and Franchise Tax.  The bill accelerates the phase-out period of the Capitol Stock and Franchise Tax so that the final rate of 1 mill would begin on January 1, 2009 and finish on December 31, 2009.  The taxable rate of zero mills would be in effect thereafter.  A 48-2 vote was recorded.

SB 1160, PN1696: The legislation designates the Roaring Creek Tract of the Wyoming State Forest in Northumberland and Columbia counties as the Senator Edward W. Helfrick Area of the Wyoming State Forest.  A 50-0 vote was recorded.

SB 1184, PN 1734: The legislation authorizes the release of Project 70 land restrictions on certain lands presently owned and being conveyed by the City of Scranton, to Lackawanna Land and Energy Inc.  In exchange, Project 70 land restrictions are to be imposed on certain land owned by the Lackawanna land and Energy Inc. and being conveyed by the City of Scranton.  A 50-0 vote was recorded.

HB 1937, PN2533: The legislation redesignates the bridge currently known as the Napoleon Street Bridge in the City of Johnstown to the Edward A. Silk Memorial Bridge.  A 50-0 vote was recorded.

HB 2378, PN3356: The legislation designates the portion of State Route 4013, known as Chestnut Avenue, from 8th Street to North 8th Street in the City of Altoona and Logan Township, Blair County, as the Jack E. Kuhn Memorial Highway.  A 50-0 vote was recorded.

HB 2649, PN3944: The legislation designates the portion of State Route 405 from Clinton Township to Montgomery Borough in Lycoming County as the Dr. Charles F. Taylor Memorial Highway.  The bill also designates the bridge over the West Branch of the Susquehanna River on State Route 405 between Muncy Creek Township and Clinton Township in Lycoming County as The Last Raft Memorial Bridge.  A 50-0 vote was recorded.

The Senate concurred in House amendments, as amended by the Senate, to the following bills:

SB 157, PN1766: The legislation amends the Public School Code to allow for firefighter and emergency service training courses to be added to high school curricula as credit-earning courses.  The bill also requires the State Board of Education to compel all accredited community colleges, universities, and private or independent colleges to adopt a policy to regulate marketing practices used on college campuses by credit card companies.  Language in the bill regarding education empowerment districts and temporary special aid to school districts suffering loss of tax revenue due to reduction in assessed valuation of taxable property is reenacted to cure erroneous Act 48 of 2003 amendments of sections instead of reenactment. 

SB 200, PN1765: The legislation amends Title 24 (Education) to further provide for termination of annuities.  The bill permits annuitants, who are certified teachers or other personnel who hold instructional or administrative certificates (including coaches, advisors, etc.), to return to service without penalty against their annuity, for a period not to extend beyond the school year during which the emergency or shortage occurs. The annuitant will not be entitled to earn any credited service and no contributions may be made by the annuitant, the employer or the Commonwealth.

The Senate also concurred in House amendments to the following bills:

SB 319, PN1030: The legislation establishes the Interstate Compact for Juveniles.  The compact manages the interstate movement of adjudicated youth, the return of non-adjudicated runaway youth, and the return of youth to states where they were charged with delinquent acts.   

SB 751, PN1432: The legislation amends the Medical Practice Act to require respiratory care practitioners to obtain twenty hours of continuing education as a condition of biennial renewal of respiratory care practitioner licenses.

SB 752, PN1545: The legislation amends the Osteopathic Medical Practice Act to change the definitions of “certification” and “physician assistant.”  The bill also requires respiratory care practitioners to obtain twenty hours of continuing education as a condition of biennial renewal of respiratory care practitioner licenses; for physician assistants to be licensed” as opposed to “certified” and for physician assistants to hold the minimum of a baccalaureate degree and to complete not fewer than 60 hours of instruction in pharmacology or other related courses.
