HB 1539, PN 3059: This bill would amend the Fiscal Code and establish an emergency energy assistance fund.  Sen. Logan offered amendment A4019, which repeals the pay raise recently enacted for judges, executive branch officials, and legislators.  The Senate agreed to the amendment, and a vote of 50-0 was recorded on the bill. 

When the bill returned from the House, Sen. Brightbill offered amendment A4087, which removed a House amendment that would have made the provisions of this bill non-severable.  The Senate agreed to the amendment, and a vote of 50-0 was recorded on the bill.

HB 515, PN 3036: This legislation would amend the Tax Reform Code to reduce the state’s personal income tax rate to 2.98 percent by 2008, institute a single sales factor system for assessing the corporate net income (CNI) tax, reduce the CNI tax rate to 9.59 percent, and increase the cap on companies’ “net operating loss carry forward.”  Sen. Fumo offered amendment A3982, which would have cut the CNI to 7.99 percent, accelerated the transition to single sales factor, totally eliminated the cap on the net operating loss carry forward, and required multi-state corporations to file consolidated returns.  The amendment was defeated by a vote of 20-30.  A vote of 31-19 was recorded on the bill.

SB 862, PN 1319: This bill would make strengthen ethical standards under the Pennsylvania Race Horse Development and Gaming Act.  Sen. Armstrong offered amendment A4007, which appropriates $3.5 million to domestic violence prevention.  The Senate agreed to the amendment, and a vote of 50-0 was recorded on the bill.

SB 940, PN 1303: This bill would make permanent the Land Trust Reimbursement Program, which reimburses qualified land trusts for expenses incurred in the acquisition of agricultural conservation easements.  A vote of 50-0 was recorded.

SB 384, PN 1320: This legislation would require the state Public School Employee’s Retirement Board (PSERS) to provide active employee associations and annuitant associations with information from its member records.  Sen. Piccola offered amendment A4069, which was technical in nature.  The Senate agreed to the amendment, and a vote of 50-0 was recorded on the bill.

SB 925, PN 1216: The bill would extend the sunset date to June 30, 2016 for the Pennsylvania Cancer Control, Prevention and Research Act.  A vote of 50-0 was recorded.

SB 929, PN 1218: This bill would create the Truth in Music Advertising Act to make it a violation to mislead the public with respect to an original musical group and any performing tribute group.  A vote of 50-0 was recorded.

HB 1361, PN 1636: This legislation would extend the sunset provision of the Community Services Block Grant Act until December 31, 2011.  A vote of 50-0 was recorded.

HB 1606, PN 2949: This bill would establish the Pennsylvania Breast and Cervical Cancer Early Screening Act, which will provide breast and cervical cancer screening services for low-income underinsured and uninsured women between the ages of 40 and 49.  A vote of 50-0 was recorded.

HB 1743, PN 2944: This legislation would amend the Second Class County Code to provide that following a county-wide reassessment of property a separate vote is required to raise additional revenues during the first year following the county-wide assessment.  A vote of 50-0 was recorded.

SR 169, PN 1189: This resolution urges Congress to take appropriate action to address the nation’s hydrogen shortage due to factory shutdowns caused by Hurricane Katrina.  A vote of 50-0 was recorded.

HR 354, PN 3024: This concurrent resolution designates the Garden of Reflection in Bucks County as an official state memorial to the victims of the September 11 terrorist attacks.  A vote of 50-0 was recorded.
