HB 1539, PN 3176:
This bill would make amendments to the Fiscal Code. Previously the
vehicle for the pay raise repeal, this bill also included a provision
for an emergency energy assistance fund. Sen. Corman and Sen. Hughes
offered amendment A4518, which removed the pay raise repeal language.
As amended, the bill would provide for up to one mill of the utilities’
gross receipts tax to be appropriated from the General Fund to a special
fund for emergency energy assistance. This bill would appropriate up to
$25 million to expand LIHEAP, the Low-Income Home Energy Assistance
Program. A vote of 48-0 was recorded.
