This resolution designates April 12, 2005, as “Pennsylvania Farm Bureau
Day” and congratulates Pennsylvania Farm Bureau members for their
contribution to the Commonwealth and to the state’s agricultural
industry. A 47-0 vote was recorded.
SB 256, PN 260
This bill would amend Pennsylvania’s “Son of Sam” law, which prohibits
individuals from profiting from the commission of a crime. If enacted,
this legislation would allow crime victims and others suing convicted
criminals to collect reasonable attorneys’ fees, in addition to the
damages allowed under the current statute. A 47-0 vote was recorded.
SR 73, PN 676
This resolution would formalize procedures for institutional
communications between the General Assembly and the Governor. In a
party-line vote, Senate Democrats rejected this resolution, which
“acknowledges that confusion and uncertainty have developed regarding
longstanding but informal practices” in transmitting legislation between
the Capitol and Governor’s Mansion. A 29-18 vote was recorded.
HB 2, PN 1610
This bill, known as the Environmental Stewardship Watershed Protection
Enhancement Authorization Act, would approve the inclusion of a bond
referendum on the ballot for the 2005 municipal primary election. As
amended in the Senate, this legislation would allow the state to borrow
up to $625 million for environmental protection and restoration. Sen.
Musto called for a positive vote on the bill and praised his colleagues
and the Rendell administration for their collaboration on the bond
referendum, which Musto is confident the voters will approve. Also
calling for a positive vote, Sen. Ferlo emphasized that this proposal
would benefit every region of the state and create many new jobs. A
46-1 vote was recorded.
