SB 82, PN 786: This
bill would prohibit condominium or homeowners associations from banning
the display of the American flag, the Pennsylvania flag, and military
flags. A 47-0 vote was recorded.
SB 198, PN 787:
This bill would make it unlawful for floral corporations to misrepresent
themselves as local businesses in local telephone directories. A 47-0
vote was recorded.
SB 462, PN 707: This
bill would allow most tavern owners to pay in cash for beer or liquor
deliveries. Legislation passed during last session disallowed this
practice because delivery people were becoming targets of armed robbers
due to their carrying large amounts of cash. This bill would continue
to prohibit cash payments in first-class, second-class, and
second-class-A counties, but allow them in smaller counties. A 41-6
vote was recorded.
SB 157, PN 809: This
bill would clarify and amend the Emergency Municipal Services Act of
2004, which allowed municipalities to enact a tax on workers up to $52
to fund emergency services. This legislation would mandate that
low-income workers (less than $12,000 annually) be exempted from the tax
and that employers withhold the tax incrementally, rather than from a
single paycheck. Senator Corman offered amendment A1137, which would
allow municipalities to use funds from the EMS tax to provide property
tax relief through homestead or farmstead exclusions. The Senate agreed
to the amendment, and the bill was moved up as amended.
