SB 406, PN 433: This bill would designate State Route 65 in Leetsdale as the “James E. Russo Highway.”  A 48-0 vote was recorded

SB 502, PN 717: This legislation would amend the Landlord Tenant Act to require disclosure of flood history in leases.  This bill would make any person who willfully or negligently violates this provision liable for a tenant’s damages in the event of a flood.  A 48-0 vote was recorded.

SB 573, PN 623: This bill would require fourth through eighth class counties to take two separate votes for any property tax increase after a county-wide property reassessment.  The first vote would set the property tax rate at a revenue neutral level, where the increased revenues from the reassessment are balanced by a decrease in the millage rate.  The second vote would then authorize a higher millage rate to increase revenues.  A “windfall” provision in current law stipulates that a county may not raise its property tax revenues above 5 percent in the year after a reassessment.  Similar legislation for second class A and third class counties was enacted last year (Act 91 of 2004).  A 48-0 vote was recorded.

SB 599, PN 670: This bill would designate State Route 56 in Seward as the “Ricky Hafer Highway” and State Route 711 in Seward as the “Aaron Rusin Boulevard.”  A 48-0 vote was recorded.

SB 688, PN 922: This bill would grant and convey land in the city of Erie to the Erie-Western Pennsylvania Port Authority.  Senator Earll offered amendment A1234, which was technical in nature.  The Senate agreed to the amendment, and the bill went over as amended.

SR 123, PN 840: This resolution would call on the governor to create a task force to study the problem of flooding in Pennsylvania and develop flood-reduction procedures.  A 48-0 vote was recorded.
