SB 86, PN 1054: This bill would allow for the opening of a child abuse investigation in the child’s county of residence if the alleged abuse took place outside of Pennsylvania.  The bill also would establish who is responsible for the care and financial assistance of an indigent person.  A vote of 50-0 was recorded in concurrence with House amendments.

HB 1304, PN 2562: This bill would allow the State Librarian to waive certain requirements of local libraries that qualify them for state assistance and appropriate funds to the state’s libraries.  A vote of 50-0 was recorded.

HB 1168, PN 2560: This bill would establish eligible benefits for participants and payments to providers under Medicaid.  The bill would also require bi-annual inspections at nursing homes.  A vote of 43-7 was recorded for adopting the conference report.

HB 182, PN 2563: This bill would provide for the transfer of surplus revenues into the Reserve Fund, monies to be held in reserve in the Tobacco Settlement Fund, investments by the State Workers’ Insurance Board, and payments of certain administrative costs from the State Lottery Fund.  A vote of 46-4 was recorded for adopting the conference report.

HB 176, PN 2565: This bill would amend the Tax Reform Code of 1971, including provisions for a check-off box on the state income tax return for military family relief assistance, an increase in the penalty for filing a fraudulent return, the film tax credit program, electronic fund transfers, and reimbursement for costs of tax collection.  A vote of 50-0 was recorded for adopting the conference report.

HB 628, PN 2564: This bill would amend the Public School Code, including provisions for a uniform budget form to be submitted to the Department of Education, continuing education for teachers, audits for certain private and charter schools, concurrent enrollment programs, community college funding, scholarship organization educational improvement tax credits, and basic and special education funding levels.  A vote of 50-0 was recorded for adopting the conference report.

HB 107, PN 2567: This legislation would authorize the establishment and maintenance of health savings accounts (HSAs) and exempt those accounts from state income taxes.  Sen. Armstrong offered amendment A2792 and amendment A2824, which would remove the tax exemption for contributions to an HSA and allow high-deductible insurance plans to continue to charge a deductible for certain benefits mandated by the state.  The Senate agreed to the amendments, and a vote of 50-0 was recorded for the bill.

HB 3, PN 2571: This bill would allocate funding under Growing Greener II, which was approved by a ballot referendum in May.  A vote of 48-2 was recorded for adopting the conference report.

HB 1802, PN 2566: This bill would include housing as an eligible project under the Redevelopment Assistance Capital Projects program and make other amendments to the Capital Facilities Debt Enabling Act.  A vote of 50-0 was recorded.

HB 823, PN 2569: This bill would provide for the capital budget for fiscal year 2005-06.  A vote of 50-0 was recorded.

HB 815, PN 2568: This bill would provide for the general budget for fiscal year 2005-06.  A vote of 47-3 was recorded for adopting the conference report.

SB 63, PN 271: This bill would require county protective service agencies to maintain an annually updated photograph in each child’s file.  This bill shall be known as “Kristen’s Law.”  A vote of 50-0 was recorded.

SB 706, PN 1013: This bill would designate the Main Street Bridge in Butler as the “General Richard Butler Bridge.” A vote of 50-0 was recorded in concurrence with House amendments.

HB 139, PN 1313: This bill would codify the provisions of the Optional County Affordable Housing Funds Act and allow every county (including Philadelphia) to raise revenues on a local level for affordable housing efforts.  A vote of 50-0 was recorded.

HB 1521, PN 2570: This bill would establish compensation rates for certain state officials.  A vote of 27-23 was recorded for adopting the conference report.
