PASSED THE SENATE

 

SR 221, PN 1515: This resolution designates March 6, 2006, as “Lymphedema D-Day” in Pennsylvania.  A vote of 47-0 was recorded.

SB 733, PN 1522: This bill would increase monthly payments to claimants under the Pennsylvania Occupation Disease Act by $25 to $150.  A vote of 47-0 was recorded.

SB 1025, PN 1523: This legislation would limit the authority of the Environmental Quality Board over the Pennsylvania Clean Vehicles Program, abrogate current regulations, establish the program in statute, and impose duties and responsibilities on DEP and PennDOT.  This bill centers on the state’s implementation of “California car” regulations that exceed the manufacturer standards set by the federal government for low-emissions vehicles.  Several senators asked for an affirmative vote on the bill to prevent the legislature from surrendering its authority to the California Air Resource Board to set vehicle manufacturer standards.  Other senators called for a negative vote and supported the stricter environmental standard of the California car.  A vote of 27-20 was recorded.

HB 1318, PN 3587: This legislation would make several amendments to the Election Code, including changes to candidate affidavits, the deadline for receiving overseas military absentee ballots, requirements for locating polling places, compensation rates for poll workers, penalties for assisting ineligible absentee voters, and requirements for voter identification.  Senate Democrats voiced opposition to the voter identification requirements of this bill because they would discourage individuals from voting at a time when more people should be encouraged to vote.  A vote of 27-20 was recorded on a motion to adopt the conference report.

HB 1467, PN 3588: This bill would provide for alternative dispute resolution procedures relating to residential construction defects between contractors and homeowners.  A vote of 45-2 was recorded on concurrence in House amendments.

SR 222, PN 1531: This resolution designates the month of March 2006 as "Deep Vein Thrombosis Awareness Month" in Pennsylvania in memory of journalist David Bloom.  A vote of 47-0 was recorded.

SR 223, PN 1528: This resolution recognizes Dr. William S. Auriemma for his achievement as the 128th president of the Lackawanna County Medical Society and designates March 25, 2006, as "Dr. William S. Auriemma Day" in Pennsylvania.  A vote of 47-0 was recorded.

SR 224, PN 1529: This resolution designates March 1 as "St. David's Day" and honors the many Pennsylvanians of Welsh heritage.  A vote of 47-0 was recorded.
