PASSED THE SENATE

 

SR 237, PN 1568:  This resolution designates the month of March as “Kidney Cancer Awareness Month” in Pennsylvania.  A vote of 47-0 was recorded.

SB 969, PN 1554: This legislation would amend the Liquor Code by mandating Responsible Alcohol Management Program (RAMP) training for bar owners who have underage drinking violations.  The bill would also expand the list of those entities that may apply for a special occasion permit.  Lastly, the bill would make an exception to the Liquor Control Board’s noise regulations for Philadelphia restaurants located in historic buildings.  A vote of 48-0 was recorded on concurrence in House amendments.

HB 200, PN 3732: This bill would establish the Ounce of Prevention Program to fund community-based efforts that would provide intensive home visits for at-risk families with young children.  This program would build on successful existing programs such as Healthy Families, Parents as Teachers, and Head Start and attempt to fill service gaps.  Under the Ounce of Prevention Program, home visitors would be either registered nurses or individuals qualified under Head Start and Early Head Start.  The Department of Public Welfare would administer the program.  A vote of 48-0 was recorded.

SB 917, PN 1625: This legislation would amend the Real Estate Appraisers Certification Act to add the new categories of “licensed appraiser” and “appraiser trainee.”  Sen. Mellow offered amendment A6898, which was technical in nature.  The Senate agreed to the amendment, and the bill was re-referred to Appropriations.

SB 1000, PN 1626: Known as the Home Improvement Consumer Protection Act, this bill would provide for the regulation of home improvement contracts and the registration of contractors with the state Bureau of Consumer Protection.  Sen. Tomlinson offered amendment A6876, which made several changes to the bill, including removing subcontractors, providing for public Internet access to registration information, and precluding local contractor registration.  The Senate agreed to the amendment, and the bill went over as amended.
