SB 414, PN 1816:
This bill would establish the Science Technology Partnership Program,
bringing together K-12 schools with institutions of higher education for
enhanced learning opportunities in science and providing grants to these
partnerships. The General Assembly approved over $2 million in
appropriations for such a program in the 2005-06 state budget. A vote of
48-0 was recorded.
HB 153, PN 4212:
This bill would encourage organ and bone marrow donations by providing
for a tax credit and special leave of absence for donors. A vote of 48-0
was recorded.
SB 1054, PN 1837:
This legislation would make changes to the information available on the
state’s Megan’s Law Web site. Sen. O’Pake offered amendment A8076, which
would add the following information to the site: several categories of
details relating to each offense, if and where an offender is currently
incarcerated, and dates of possible release. The Senate agreed to the
amendment, and the bill went over as amended.
SB 1134, PN 1788:
This bill would amend the Tax Reform Code to address a recent
Commonwealth Court decision that held all prewritten or “canned”
computer software purchases were subject to state sales tax. This bill
would change the definition of “tangible personal property” to exclude
canned software and exempt it from sales tax. The Rendell administration
estimates the state would lose $55 million in revenues from this change.
A vote of 29-19 was recorded.
SB 1222, PN 1829: This bill would designate portions of U.S.
Route 6 as the “Gateway to the East” and “Gateway to the West.” A vote
of 48-0 was recorded.
HB 1637, PN 4229: This legislation would amend the
Mechanics’ Lien Law of 1963. Sen. Scarnati offered amendment A8074,
which removes the requirement that formal notice contain the date when
the preliminary notice of intent to file a claim was given. The Senate
agreed to the amendment, and the bill went over as amended.
HB 2315, PN 3276: This bill would eliminate term limits for
members of the state Aviation Advisory Committee. Currently, members are
limited to two three-year terms, but no other PennDOT advisory committee
has such a requirement. A vote of 48-0 was recorded.
