PASSED THE SENATE

 

HB 804, PN 4399: This bill amends Title 75, Vehicles, as it pertains to unattended children in motor vehicles and the grading of fleeing or attempting to elude a police officer.  Senator Conti offered amendment A8690 that makes using a handheld cell phone while driving a car a secondary offense.  A final vote of 38-12 was recorded and the amendment was adopted.  Senator Madigan offered amendment A8286 that extends the Electronically Titling Pilot Program for 2 years and makes it mandatory for lienholders.  Senator Brightbill offered amendment A8739 that adds an exemption from additional requirements for highway occupancy permits for agricultural purposes.  Senator White, M.J. offered amendment A8766 that provides for a third degree felony when a person is engaged in a high speed chase and endangers a law enforcement officer or a member of the general public.  The amendments were agreed to and the bill went over as amended.

SB 1046, PN 1953:  This bill, also known as “Nicholas’ Law,” would require all pool owners to secure their pools with a locked barrier.  Senator Corman offered A8620 that allows for a religion exemption in the Uniform Construction Code in regards to lumber or wood.  Senator Mellow offered amendment A8762 that removes hot tubs and spas from the legislation.  The amendments were agreed to and the bill went over as amended.

SB 1158, PN 1661:  This bill creates the Residential Visitability Design Tax Credit Act.  It will enable local taxing jurisdictions to offer up to $2,500 in tax credits over a five-year period on the increase in property taxes that is associated with the increase in value related to the addition of visitable design features in new and renovated homes.  A final vote of 50-0 was recorded. 

SB 1230, PN 1952:  The bill amends the Gaming Code deleting provisions relating to “supplier and supplier licenses” and providing for a Law Enforcement Agency Grant Fund.  Senators supporting this bill stated that it would eliminate the middle-man and a level of bureaucracy.  Senators against this bill stated that it will take away job creation that was stated in the original language of this bill and will hurt small employers.  Senator Fumo offered amendment A8753 that creates a fund known as the as the Attorney General and Local District Attorney’s Grant Fund, that’s purpose is to enforce gaming.  The amendment was agreed to and a final vote of 29-21 was recorded.

SB 1244, PN 1954:  The bill amends Title 34 (Game) by further providing for certain individuals vested with powers of deputy Game Commission officers.

Senator Conti offered amendment A8345 that gives Game Commission offices powers to active state police officers.  The amendment was agreed to and the bill went over as amended.

HB 1632, PN 4284:  Amends the Unfair Insurance Practices Act to prohibit an insurer from denying a property and casualty insurance claim for victims of abuse.  A final vote of 50-0 was recorded.

HB 2383, PN 4400:  The bill amends the Liquor Code by requiring the board's Bureau of Alcohol Education to prepare a report on alcohol drinking and high-risk college alcohol drinking in the Commonwealth.  Senator Mellow offered amendment A8175 that changes the date that the first report must be filed from January 1, 2007 until February 1, 2007.  Senator White, D. offered amendment A8768 that allows the Liquor Control Board to issue special permits to dry municipalities under certain circumstances.  The amendments were agreed to and the bill went over as amended.

SB 1224, PN 1955:  This bill amends the Conservation District Law to further provide for Commonwealth appropriations.  Senator Wenger offered amendment A8665 that is technical in nature.  The amendment was agreed to and the bill went over as amended.
