SB 1090, PN 1973: This bill would increase the state’s
minimum wage to $7.15 per hour by July 1, 2007. A vote of 38-11 was
recorded on concurrence.
SB 1181, PN 1981:
This bill would require that financial interest statements include a
list of all official votes from which the person abstained due to
receiving personal pecuniary benefit in those votes in excess of $1,300.
Sen. Mellow offered amendment A8769, which added language to reconcile
the bill with existing provisions of the Ethics Act and opinions issued
by the State Ethics Commission. The Senate agreed to the amendment, and
the bill went over as amended.

HB 509, PN 4505:
This bill would give sole authority to the governing bodies of the 14
state system schools whether campus police officers are authorized to
carry firearms in the course of duty. A vote of 49-0 was recorded.
HB 1992, PN 4506:
This legislation amends the Fiscal Code, with regard to the Local
Government Capital Project Loan Fund. A vote of 49-0 was recorded. The
House having non-concurred in Senate amendments, the Senate insisted on
its amendments. A conference committee was appointed, consisting of the
following members: Sens. Brightbill, Wenger, and Fumo. A vote of 47-2

This
legislation would double the current maximum fines, as they are set out

This legislation would amend the Vehicle Code with regard to permits for
the movement of modular housing undercarriages on the return trip. This
bill would also assist domestic steel producers by permitting a “hot
box” to be hauled locally on state roads, provided it does not exceed

HB 2295, PN 3734:
This bill would create a new specialty license plate for any person who
has received the Korean Defense Service Medal. Authorized by Congress
with
Public Law 107-314, this medal is awarded to service members who
have served in support of the defense of the Republic of Korea from 1954
to present. They must have flown sorties, been engaged in combat, or
been wounded or injured in the line of duty. A vote of 49-0 was
recorded.

HB 185, PN 4510:
This bill would amend the Public School Code with regard to nutritional
guidelines and wellness policies. Sen. Brightbill made a motion to
revert to a prior printer’s number (3723), and the Senate agreed to the
motion.
Sen. Mellow offered
amendment A8756, which would require last-best-offer arbitration for all
teacher contracts and prohibit teacher strikes in Pennsylvania (language
similar to
SB 910). This system is currently in use in Connecticut and would
prevent strikes for over 100 school districts with contracts expiring
this year. In recognition of the late hour, Sen. Mellow withdrew the
amendment, but asked for a commitment to bring the legislation to the
Senate floor in the fall.
Sen. Waugh offered
amendment A8873, which would stipulate that nutritional guidelines set
out in this legislation do not apply to fundraising efforts or
afterschool activities.
Sen. Rhoades offered
amendment A8991, which would require school districts to phase in higher
nutritional guidelines over the next three years and incorporate
physical education as a central part of the wellness policies to be
established. The Senate agreed to the Waugh and Rhoades amendments, and
a vote of 48-1 was recorded on the bill.

SB 1222, PN 1963:
This bill would designate portions of U.S. Route 6 as the “Gateway to
the East” and “Gateway to the West.” As amended in the House, this
legislation would also grant AMFIRE Mining Company the right to remove
coal in certain areas in Cambria County. A vote of 49-0 was recorded on

SB 300, PN 1986: This bill would make omnibus amendments to the
Tax Reform Code to incorporate elements of the state budget agreement,
including exemptions from the personal income tax for distributions and
