- This bill amends the Public School Code relating to school health
services, definitions and for certain medical examinations. Schools
would be required to maintain a health record for each student including
immunization records, results of screening and measurements, results of
all medical examinations, documentation of special health care needs and
other information specified by the Health Department. The school
would be further required to make information available to parents or
guardians regarding health screenings to be performed throughout the
year. A final vote of 49-0 was recorded.

- This bill amends Title 51 (Military Affairs) of the Pennsylvania
Consolidated Statutes, further providing for disabled veterans’ real
estate tax exemption and for duty of commission. A final vote of 49-0

- This bill amends Title 18 (Crimes and Offences) and Title 20 of the
Pennsylvania Consolidated Statutes, (Decedents, Estates, and Fiduciaries
Code), by amending provisions relating to advanced directives for health
care (living wills) and adding provisions creating comprehensive health
care powers of attorney. A final vote of 49-0 was recorded.
HB 632, PN 3824
- The bill amends the Solicitation of Funds for Charitable Purposes Act
of 1990 to require that every charitable organization which receives
annual contributions of $300,000 or more will be subject to a mandatory
audit by an independent certified public accountable or public
accountant. Sen. Fontana offered A9602 that changes the minimum
requirement of $50,000 to $100,000 for financial audits, the amendment
was agreed to. Sen. Browne offered A9611 that sets generally accepted
auditing standards, the amendment was agreed to. The bill went over in
its order as amended.
SB 808, PN 2045
- This act shall be known and maybe cited as the Long-Term Care Patient
Access to Pharmaceuticals Act. The intent and purpose of this
legislation is that patients, who have the ability to acquire lower cost
drugs through the Veterans’ Administration, will have access to those
drugs if they reside in a long-term care facility. A pharmacy within
the long-term care facility will receive the lower cost drugs and
repackage and re-label those drugs so they may be dispensed in unit
doses to patients. A final vote of 49-0 was recorded.

- This bill
establishes the Medical Safety Automation Account and provides grants to
implement medical safety automation systems. A final vote of 49-0 was
recorded.
SB 1110, PN 1577
- The bill amends the Administrative Code,
providing for residency requirements for administrative agencies.
Unless a longer period of residency is required by
the Constitution of Pennsylvania or by statute, each member of every
independent administrative board and commission, every departmentaladministrative body, board and commission and
every advisory board and commission, including those enumerated in
Section 207.1, must have been a resident of this Commonwealth for aperiod of at least one year immediately preceding
appointment. Sen. LaValle offered A9600 that removes a date
requirement. The amendment was agreed to and the bill went over in its
order.
SB 1216, PN 1849
- The bill amends the Election Code, further providing for vacancies in
election boards and for election boards in new districts. A final vote
of 29-21 was recorded.
SB 1330, PN 2082
- This measure would exempt charity organizations that are registered
with the Department of Sate under the Solicitation of Funds for
Charitable Purposes Act from the prohibition of soliciting funds by
the roadside. The organization would be required to receive permission
from the host municipality before conducting the solicitation. Sen.
Robbins offered A9651 that limits the fundraising to fire companies, law
enforcement agencies and other public safety organizations. Sen. Ferlo
made a motion to table the amendment citing constitutional concerns in
that it only allows certain non-profit organizations to conduct this
type of fundraiser and not allow all non-profits. The motion failed by
a vote of 20-29. A final vote of 46-3 was recorded on the amendment.
The bill went over in its order as amended.

- This bill provides for the allocation of funds to county mental health
and mental retardation programs. A final vote of 46-3 was recorded.

- This bill amends the Real Estate Licensing and Registration Act to
further define “commercial property” and further provide for certain
disclosures at initial interview. A final vote of 44-5 was recorded.
SB 1291, PN 2094
- This legislation would amend the Landlord and Tenant Act of 1951 to
establish rights and duties of tenants and landlords when a tenant
leaves behind personal property. Sen. Pileggi offered A9807 that
requires the tenant notice to be written, requires notification of an
emergency contact designated by the tenant and requires the notice to
contain landlord contact information. A vote of 48-1 was recorded on
the amendment and the bill went over in its order as amended.
