HB 854, PN 4758 - The legislation establishes the Public Utility Confidential Security Information Disclosure Protection Act.  Sen. Brightbill offered A 10106 that clarifies language.  The amendment was agreed to and the bill went over in its order as amended.

HB 1112, PN 4821 - The legislation creates the offense of “Trafficking of Persons.”  An offense occurs if a person recruits, entices, harbors, or transports, or provides or obtains by any means, another person, knowing that the other person will be subjected to “forced labor or services.”  A final vote of 48-0 was recorded.

HB 2001, PN 4759 - This bill prohibits price gouging during and within 30 days of the termination of a state of disaster emergency declared by the Governor.  A final vote of 48-0 was recorded.

HB 2282, PN 4823 - This bill amends the Tax Reform Code to provide for an exemption from the state income tax for emergency pay for members of the PA National Guard on active state duty.  A final vote of 48-0 was recorded.

HB 2738, PN 4760 - This bill would amend the Workers’ Compensation Act to provide for resolution hearings, require workers’ compensation judges to set a mandatory trial schedule, require mandatory mediation, reform the Workers’ Compensation Appeal Board, and establish an Uninsured Employers Guaranty Fund to provide benefits to injured workers whose employers did not carry required coverage.  A final vote of 48-0 was recorded.

HB 236, PN 1949 - The legislation amends the Independent Regulatory Review Act to improve State rulemaking by creating procedures to analyze the availability of more flexible regulatory approaches for small businesses.  A final vote of 37-11 was recorded.

HB 469, PN 4814 - The bill amends the Election Code providing for the date of application for absentee ballots, for voting by absentee electors, for canvassing of official absentee ballots and limiting contributions by partnerships, limited partnerships and limited liability companies.  Sen. Mellow offered A10103 that is technical in nature.  The amendment was agreed to and the bill went over in its order as amended.

SB 642, PN 2184 - The legislation amends the Public School Code providing for changes relating to authorizing a school district to purchase or acquire by other means real property owned by a school director under certain conditions.  A final vote of 46-2 was recorded.

SB 647, PN 2185 - The bill amends Section 1209 of the Public School Code to add certified registered nurse practitioners and physicians’ assistants to the list of professionals who can perform the physical tests needed by teachers in order to get their certification.  A final vote of 48-0 was recorded.

SB 1140, PN 1867 - The legislation adds a section Title 42 (Judiciary and Judicial Procedure) by establishing a central or regional booking fee.  Sen. Regola offered A10005 that establishes procedures for the use of the fees through a countywide booking center plan.  The amendment was agreed to and the bill went over in its order as amended.

SB 1263, PN 1932 - This bill amends the Fiscal Code regarding property presumed to be abandoned and unclaimed by a rural electric cooperative organized or qualified to do business in this commonwealth.  A final vote of 48-0 was recorded.

SB 1285, PN 2123 - This legislation would amend Title 71 (State Government) by adding language within Subsection 5302(b) - Creditable leaves of absence.  The new language cleans up who will be eligible for paid leave for the purposes of serving as a full-time official or officer.  Sen. Brightbill offered A10007 that was technical in nature.  The amendment was agreed to and the bill went over in its order as amended.

HB 1902, PN 4662 - The bill amends the “Municipal Waste Planning, Recycling and Waste Reduction Act” (Act 101 of 1988) to extend the sunset date for the recycling fee.  Currently, this fee will sunset on January 1, 2009.  A final vote of 48-0 was recorded.

HB 2134, PN 4816 - This bill would limit the collection of Social Security numbers by state agencies and local governments, prohibit placing these numbers on health insurance cards, and provide for duties of the Department of Transportation.  A final vote of 48-0 was recorded.

HB 2185, PN 4817 - The legislation amends The County Code by extending the time that a county controller has to submit its annual financial reports to the Department of Community and Economic Development from April 1 to July 1.  A final vote of 44-4 was recorded.

HB 2667, PN 4418 - This bill amends the Housing Authorities Law, by further providing for powers of the Authority and mixed-used projects.  Sen. Piccola offered A10033 that would limit any eminent domain powers of the Authority.  The amendment was agreed to and the bill went over in its order as amended.

HB 2670, PN 4712 - The legislation provides for the involuntary termination of parental rights if the parent is convicted of certain enumerated crimes in which their child is the victim.  Sen. Greenleaf offered A9975 that directs the department to provide a quarterly report to the Governor and the General Assembly.  The amendment was agreed to and the bill went over in its order as amended.

HB 377, PN 1492 - The bill amends the Public School Code relating to the compulsory school age for students attending public school in the City of Philadelphia.  Sen. Greenleaf offered A9995 that provides for clarifying language.  The amendment was agreed to and the bill went over in its order as amended.

HB 881, PN 4711 - This bill would make several amendments to the Pennsylvania Construction Code Act.  Sen. Gordner offered A10112 that clarifies register mail notifications.  Sen. O’Pake offered A9937 that would include a structure to grow mushrooms as an agricultural building.  Both amendments were agreed to and the bill went over in its order as amended.

HR 795, PN 4644 – This resolution declares December 19, 2006 as Coal Miner’s Day in Pennsylvania.  A final vote of 49-0 was recorded.

Supplemental Calendars

HB 157, PN 2428 - This bill amends the County Code to provide penalties for failure to remit hotel taxes and excise taxes imposed in certain counties of the third class and to provide for an increased hotel room rental tax in certain other third class counties.  Sen. Brightbill made a motion that the Senate insist in its amendments and that a conference committee be appointed.  A final vote of 48-0 was recorded.  Sens. Brightbill, Armstrong and Costa were appointed to the conference committee.
