SB 1206, PN 2253:  This bill designates Francis H. Bud Scherer Memorial Highway, Gateway to the West, Gateway to Pennsylvania, Gateway to the East, Dr. Ray F. Birchard Memorial Bridge, Mayor John D. McClelland Honorary Highway, William F. Renwick Memorial Highway, Roy W. Cornell Memorial Highway, and Dominic P. Serapiglia Memorial Highway.  A final vote of 49-0 was recorded on concurrence. 

HB 105, PN4937:  The bill amends Title 62 (Procurement) by adding a new section that would require the Department of General Services to enter into cooperative purchasing contracts, making approved supplies available to volunteer fire, rescue, ambulance companies and a nonprofit statewide, county or regional fire, ambulance or rescue support organization.  Senator Brightbill offered amendment A10542, which would authorize the Department, with the approval of the Governor and under certain circumstances enumerated in the legislation, to allocate increases in the cost of capital projects from general obligation bonds.  The Senate agreed to the amendment with a vote of 49-0.  A final vote of 49-0 was recorded. 

HB 1427, PN 4938:  This legislation amends the Local Tax Enabling Act to further provide for the delegation of taxing powers and the sales of admission on sporting events in Allentown. A final vote of 49-0 was recorded. 

HB 2296, PN4939:  This bill amends Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes, stating people entering military service shall not forfeit his or her current license and shall be exempt from any continuing educational requirements or in-service training requirements.  Senator Tomlinson offered amendment A10540, which inserts language relating to the disabled veterans real estate tax exemption.  The language also clarifies that the veterans may own the dwelling with his or her spouse and creates a rebuttable presumption that an applicant with an income of $75,000 a year or less is in need of the exemption.  Beginning January 1, 2009, and every 2 years thereafter, the State Veterans Commission will adjust the income limits based on the CPI.  The amendment was agreed to and the bill went over in its order as amended.  A final vote of 49-0 was recorded. 

HB 183, PN 4383:  The legislation amends Act 442 of 1967 by allowing revenue from the tax levy to be used for transactional fees that are incidental to acquisitions made in accordance with this act, including but not limited to, costs of appraisals, legal services, title searches, document preparation title insurance, closing fees and survey costs.  The bill also adds a new section on land trusts.  A final vote of 49-0 was recorded. 

HB 446, PN 4754:  The bill amends the Liquor Code by extending the time a license can be in safekeeping and for limiting the number of retail licenses to be issued in each county. Senator Anthony Williams offered amendment A10551 that would, in specific circumstances, ban takeout on malt or brewed beverages starting October 31, 2007.  This amendment would also not require applicants, who already have a permit, to pay any additional fees in order to continue selling malt or brewed beverages for consumption off the premises.  Senator William’s amendment would create a hearing board within its Department of Licenses and Inspections.  The amendment passed with a 49-0 vote.  Senator Logan offered amendment a10534 that would increase the discount on the retail price offered by the state stores on sales to licenses from 10% to 12%.  Annually from the State Stores Fund, $5 million would be distributed to regional marketing organizations for tourism and $10 million for the Philadelphia Council on the Arts under this amendment.  The amendment passed with a 32-17 vote, but Senator Logan withdrew the motion.  Senator Mellow offered amendment a10486 which would remove the prohibition category 1 slot licenses from providing alcoholic beverages free of charge or below cost and allows the holder of a restaurant license that also holds a slot machine license to provide alcohol free of charge to any person actively engaged in playing a slot machine.  This amendment was passed with a 28-21 vote.  Amendment a10530 was offered by Senator Rafferty which would insert language relating to “mixed”-use town center development projects,” removes the 30% food sales requirement for Sunday sales in Philadelphia, makes changes relating to inter-municipal license transfers and extends the expiration date for the point system relating to Philadelphia licensees to June 30, 2007.  The amendment passed with a 36-13 vote.  A final vote of 27-22 was recorded for House Bill 446. 

HB 881, PN 4940:  This legislation makes several amendments to the Pennsylvania Construction Code Act including to the administration and enforcement aspects, consideration of applications and inspections, changes in the UCC, education and training and appeals.  A final vote of 49-0 was recorded. 

HB 1631, PN 4941:  This measure amends Title 75 to exempt certain vehicles used by institutes of higher learning from registration requirements and to prohibit driving while using a handheld cell phone.  A final vote of 33-16 was recorded. 

SB 514, PN 2124:  The bill amends the Act of May 21, 1943, also known as The Fourth to Eighth Class County Assessment Law by eliminating the office of elected assessor in townships of the second class and provides for the valuation of real property used for wind energy generation.  A final vote of 49-0 was recorded on concurrence. 

SB 669, PN 2250:  The legislation directs the Court Administrator and the Department of Labor and Industry to establish a program for identifying certified and otherwise qualified interpreters for persons with limited English proficiency and persons who are deaf.  Further, the legislation will ensure that a listing of qualified and certified foreign language interpreters is available to litigants.  A final vote of 49-0 was recorded on concurrence. 

SB 1054, PN 2247:  The legislation amends the Judicial Code, the Crimes Code and the Domestic Relations Code by requiring information concerning sex offenders that is provided on the Megan’s Law Internet website, and further provides for the endangerment of a child and for child protective services.  A final vote of 49-0 was recorded on concurrence.

SR 381, PN 2254:  A Resolution directing the Joint State Government Commission to establish an advisory committee to study the underlying causes of wrongful convictions and to make findings and recommendations to reduce the possibility that in the future innocent persons will be wrongfully convicted.  A final vote of 49-0 was recorded. 

SB 1139, PN 2249:  The Senate passed a bill on June 5, 2006 defined a “Pennsylvania S corporation” as any small corporation that does not have a valid election under Section 307 (Election by Small corporation) in effect.  Under this legislation, a qualified Subchapter S subsidiary owned by a Pennsylvania S corporation shall be treated as a Pennsylvania S corporation whether an election has been made with respect to the subsidiary.  A final vote of 49-0 was recorded on concurrence. 

SB 1166, PN 1972:  The bill specifies the maximum principal amount of additional debt to be incurred during the 2006-2007 fiscal year for capital projects itemized in a capital projects itemization bill.  A final vote of 49-0 was recorded on concurrence. 

HB 471, PN 4923:  The legislation amends the Administrative Code to provide for transfers between appropriations of state funds, the extension of the date for the Merchant Marine World War II Bonus, the establishment of the Cardiovascular Disease Advisory Committee and a statewide stroke database.  A final vote of 49-0 was recorded on concurrence.
