SB 857, PN 1249: This legislation would amend the Second Class County Port Authority Act to provide for additional oversight and additional appointments to the Port Authority Board.

Sen. Orie offered amendment A2283, which requires that the audits be made available to the Democratic and Republican chairs of the Transportation committees and removes the gubernatorial appointments to the board, replacing them with appointments from each caucus.

Sen. Costa called for a negative vote on the Orie amendment, suggesting that the Senate wait until a transportation funding compromise is reached. Sen. Logan noted that this bill would continue the expansion of state power over local governments and authorities. Sen. Wozniak mentioned that this bill would not prohibit legislators from being appointed to the board. Sen. Ferlo stated his belief that this bill would politicize the transit funding issue.

Sens. Orie and Pippy responded that one of the recommendations of the governor’s Transportation Funding and Reform Commission was to add state representation to the Port Authority Board.

A vote of 30-20 was recorded on the amendment, and the bill went over as amended.
